Office of Narcotics Control: 18 new psychoactive substances such as synthetic cannabinoids and fluanone are included in the controlled list
According to the relevant provisions of the “Regulations on the Administration of Narcotic Drugs and Psychotropic Substances” and the “Measures for the Control of Non-Medicinal Narcotic Drugs and Psychotropic Substances”, the Ministry of Public Security, the National Health Commission and the State Food and Drug Administration decided to classify synthetic cannabis/marijuana/ 18 substances, including steroids and fluamine, are included in the Supplementary Catalog of Controlled Varieties of Non-Medicinal Narcotic Drugs and Psychotropic Substances.
1. Synthetic cannabinoid substances. “Synthetic cannabinoids” refers to substances with the following general chemical structure:
R1 represents a substituted or unsubstituted C3-C8 hydrocarbon group; a substituted or unsubstituted heterocyclic group containing 1-3 heteroatoms; a substituted or unsubstituted heterocyclic group containing 1-3 heteroatoms, a substituted methyl or Ethyl.
R2 represents hydrogen or methyl or no atoms.
R3 represents a substituted or unsubstituted C6-C10 aryl group; a substituted or unsubstituted C3-C10 hydrocarbon group; a substituted or unsubstituted heterocyclic group containing 1-3 heteroatoms; a substituted or unsubstituted heterocyclic group containing 1- Heterocyclyl substituted methyl or ethyl with 3 heteroatoms.
R4 represents hydrogen; substituted or unsubstituted phenyl; substituted or unsubstituted benzyl.
R5 represents a substituted or unsubstituted C3-C10 hydrocarbon group.
X represents N or C.
Y represents N or CH.
Z represents O or NH or no atoms.
If the above-mentioned controlled substances are found to be used for medicine, industry, scientific research or other legal purposes, they shall be treated in accordance with Article 3 of the “Measures for the Control of Non-Medicinal Narcotic Drugs and Psychotropic Substances” The provisions of paragraph 2 shall be adjusted. Synthetic cannabis/cannabis/cannabinoid substances that have been included in the “Catalogue of Narcotic Drugs and Psychotropic Drugs” and the “Supplementary Catalog of Controlled Varieties of Non-Medicinal Narcotic Drugs and Psychotropic Drugs” will be controlled according to the original catalog.
2. 18 substances including fluamine. (See attached table for details)
This announcement will come into effect on July 1, 2021.
