On November 3, the General Office of the Ministry of Ecology and Environment released the “Comprehensive Directory of Environmental Protection (2021 Edition)” (hereinafter referred to as the “Directory (2021 Edition)”). The “List (2021 Edition)” includes a list of “high pollution, high environmental risk” products (hereinafter referred to as “double-high” products) and a list of key environmental protection equipment. There are 932 “double-high” products and 159 products with excluded processes. 79 items of key environmental protection equipment. Among the 932 “double-high” products, 326 are products with “high pollution” characteristics, 223 are products with “high environmental risk” characteristics, and 383 are products with dual characteristics of “high pollution” and “high environmental risk.”
The list involves “highly polluting” textile products, including cotton printing and dyeing, wool weaving, hemp fiber pre-spinning and spinning, silk reeling, chemical fiber weaving, chemical fiber dyeing and finishing, and woven garment manufacturing. , synthetic fiber monomer (polymer) manufacturing, acrylic fiber manufacturing, spandex fiber manufacturing and other industries. Textile products involving “high pollution and high environmental risks” involve the field of synthetic fiber monomer (polymer) manufacturing.
It is understood that according to the work deployment of the State Council, in June 2007, the former State Environmental Protection Administration issued the “List of Products with High Pollution and High Environmental Risk”. Later, based on work needs and with the consent of the State Council, the name was changed to the “Comprehensive List of Environmental Protection Products” “, as of 2018, a total of 11 editions of the “Comprehensive Directory of Environmental Protection” have been released.
The Ministry of Ecology and Environment stated that the purpose of launching the “List (2021 Edition)” is to fight in-depth the battle against pollution, adhere to the new development concept, resolutely curb the blind development of high-energy-consuming and high-emission projects, and further improve the list of “double-high” products, proposing exceptions Technology and pollution prevention and control equipment will be promoted in the fields of finance, taxation, trade and other fields, guide the technological upgrading and transformation of enterprises, and promote the green transformation and development of enterprises in key industries. The Ministry of Ecology and Environment will continue to promote the implementation and application of the “Directory (2021 Edition)”, strengthen support and guidance for enterprises, and promote high-quality development in key industries.
The directory has been issued to the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the General Administration of Customs, the China Securities Regulatory Commission and other relevant government departments, as well as local ecological environment departments for use in their work.
