According to the meteorological department’s forecast, affected by Typhoon No. 6 “Fireworks” this year, there will be significant wind and rain in the area south of the Huaihe River in Jiangsu Province from July 23 to 27. In addition, Typhoon No. 7 “Chapaka” will also become the first typhoon to land in my country this year. All localities should attach great importance to it, pay close attention to the development and changes of typhoons, and effectively carry out defense work. The relevant matters are now notified as follows:

1. Improve ideological understanding and strengthen responsibility. Currently, it is the preparation period for autumn silkworm production and the critical period for the growth of mulberry trees. The heavy rainfall and windy weather brought by the typhoon will have a certain impact on sericulture production in Jiangsu Province. All localities must attach great importance to it, adhere to bottom-line thinking, enhance the awareness of danger, base on disaster resistance and ensure safe production, regard the prevention of typhoons and other disastrous weather as an urgent task for current sericulture production, implement responsibilities at all levels, and minimize disaster losses.

2. Pay close attention to the implementation of measures to ensure safe production. All localities should, based on disaster monitoring and early warning information, highlight the combination of prevention and response, implement disaster prevention and reduction measures, and effectively reduce disaster losses. It is necessary to strengthen the investigation of hidden dangers, repair and reinforcement of production facilities, especially old silkworm houses, silkworm greenhouses, silkworm seed cold storages, water and electricity pipe networks, etc. It is necessary to strengthen the dredging and cleaning of ditches in mulberry orchards to ensure that the ditch system is complete and the rain stops drying the fields to prevent mulberry orchards from being flooded. It is necessary to strengthen the prediction and forecast of mulberry plant diseases and insect pests, especially the investigation of mulberry blight, mulberry borer and other diseases and insect pests, and take active prevention and control measures to prevent the outbreak of mulberry diseases and insect pests. According to the occurrence of disasters, quick-acting fertilizers, foliar fertilizers, etc. should be applied in a timely manner to promote the recovery of mulberry trees.

3. Strengthen organizational leadership and improve service levels. All localities should formulate disaster prevention and reduction plans in advance, organize experts and technical personnel to go to the front line to provide technical consulting services, and guide silkworm seed production units and silkworm farmers to implement disaster prevention and reduction measures. It is necessary to make full use of information platforms such as agricultural technology, WeChat public accounts, radio and television, increase the publicity of disaster prevention and reduction work, do a good job in guiding public opinion, widely publicize major disaster prevention and reduction actions, good experiences and models, and promote the smooth development of disaster prevention and reduction work. .
