1. Planning first
The second phase of the Mosang Hi-tech functional protein fiber construction project with an annual output of 100,000 tons is an upgraded version of the first phase of the 10,000 tons annual high-density full-age artificial feed factory sericulture project. According to the 14th Five-Year Plan, factory-based sericulture with artificial feed for all ages has been included in the “SericultureSilkIndustrial HighQuality” issued by six ministries and commissions. /font>Development Action Plan (2021-2025)”. According to the plan, the second phase of Mosang Hi-tech’s functional protein fiber construction project with an annual output of 100,000 tons will begin formal construction on July 30, 2020, and the construction period is expected to be two years. It will be carried out in two phases. The first phase is planned to be completed by the end of 2021, and will achieve an annual production capacity of 40,000 tons of fresh cocoons. Next, we will implement the construction of a production capacity of 60,000 tons. The second phase of the project will be based on the first phase of the project. In addition to continuously improving sericulture technology and upgrading mechanical equipment, it will also explore functional silk, expand fields other than textiles, and strengthen and expand the silk industry. After completion, it will become the world’s largest artificial feed. Factory sericulture base. This project is an effective practice in transforming traditional agriculture with industrialized thinking. It provides a sample for the transformation and development of the sericulture industry. It will effectively promote the sustainable development of my country’s sericulture industry and effectively consolidate the status of my country’s silk industry.
2. Follow up on progress
All levels and departments have given great care and support. In terms of funds, the Provincial Financial Holding Group and other units have given full support to Babei Mosang High-tech through industrial funds to assist enterprises. After the preliminary factory site selection, land quota, auction transfer and other processes are completed, the municipal party committee secretary and mayor will go to the site every month to investigate and solve problems in project implementation. Several special meetings were organized and held led by the Standing Committee of the Municipal Party Committee and attended by relevant bureau committees, and successively solved the project’s compensation for young crops, complete delivery of land, access, electricity, water, diversion of middle trunk canals, relocation of ancient trees, and piles of materials at the south end. Clearance, verification of temporary construction permits, and specific work such as the relocation of mobile transmission towers, supporting dedicated power lines, and steam pipelines. At present, the main structure of No. 1 Factory of Mosang High-tech Phase II Project has been roofed, 75% of the main supporting factory construction has been completed, and the main structure of the canteen and dormitory has been roofed; decoration design is in progress. The first phase will be completed and accepted in November 2021. At that time, difficulties such as fire protection acceptance, pipe network acceptance, geothermal acceptance, and power facilities must be taken into consideration, coordinated and resolved in a timely manner, and the progress of the project put into production must be accelerated and monitored.
3. Talent assistance
The government set up a platform to hold an unveiling ceremony for the Provincial Key Laboratory of Silkworm and Bee Resource Utilization and Innovation Research. The Science and Technology Bureau will follow up on the progress of scientific research projects of corporate research institutes and key laboratories, and care about the actual operation of corporate research institutes. Difficulties in the process will be resolved in a timely manner. The Bureau of Human Resources and Social Security handles the introduction of high-quality technical workers, introduces third-party intermediary service agencies to the company for many times to conduct docking negotiations, and provides countermeasures and assistance to companies that have difficulties in recruiting workers. The government provides the company with a 5,000-square-meter scientific research base and 6 apartments for experts and talents, allowing experts to carry out scientific research work and live in the company with peace of mind. Adhere to the integration of production, learning and research, follow the purpose of “relying on the introduction of high-end talents, and the cultivation of mid-level talents”, and use the “experts + employees” subject model to promote enterprises to improve their independent innovation capabilities through project implementation, old-to-new and other methods.
