A certain printing and dyeing enterprise in Shaoxing did not make real efforts to control pollution. Instead, it used crooked ideas to not only set up a water tank between the reuse tank and the bottom of the discharge tank. The valves were removed, and human interference was also used to automatically monitor the sampling attempts to achieve data compliance.
01 Case Review
On the evening of July 30, 2021, law enforcement officers from the Yuecheng Branch of the Shaoxing Municipal Ecological Environment Bureau received online surveillance video clues and immediately conducted a night surprise inspection of a printing and dyeing company located in Shaoxing, Paojiang New District.
During the on-site inspection, it was found that the company privately connected the COD and total nitrogen detector sampling tubes in the online monitoring room to prepared plastic bottles containing wastewater to ensure that the wastewater online monitoring data met the standards. Law enforcement officers immediately inspected the company’s sewage treatment situation and took water samples. At the same time, they conducted investigations and inquiries on relevant personnel of the company.
According to the relevant personnel involved, the company’s mud press was damaged on July 28. In order to prevent the discharge of wastewater from exceeding the standard due to mud in the sewage, the company’s employees began to privately clean the wastewater at around 5 o’clock every evening starting from July 28. The sampling tube of the online monitoring room was connected to the prepared mineral water bottle containing wastewater that met the standard to ensure that the online data met the standard, and the online monitoring room was restored to its original state at around 8 a.m. the next day. At present, the relevant evidence has been fixed. Wang, the manager of the company’s online monitoring room, and Song, the sewage supervisor, have admitted the facts of the operation.
At the same time, after investigation, it was found that there was a valve between the reuse pipe set up at the bottom of the printing reuse tank of the company and the external discharge pipe set up at the bottom of the outflow tank. When the valve was opened, the wastewater in the printing reuse tank could pass through the outside. Exhaust pipe network.
According to the water sample monitoring report, the water sample data taken from the company’s sewage discharge tank at that time was 321 mg/L COD, 21.9 mg/L total nitrogen, and 4.02 mg/L ammonia nitrogen. According to the “Textile Dyeing and Finishing Industry Water PollutantsEmission Standard” GB4287-2012, the emission standards are COD 500 mg/L, total nitrogen 30 mg/L, and ammonia nitrogen 20 mg/L. , the water sample data of this drainage pool all meet the standards, but the water sample data of the printing reuse pool (which can be reused or drained) is 307 mg/L, total nitrogen 191 mg/L, and ammonia nitrogen 164 mg/L.
According to online traffic query, the wastewater discharge volume from 18:00 on July 28 to 8:00 on July 29 is 823m3; the wastewater discharge volume from 18:00 on July 29 to 8:00 on July 30 is 1184 m3 ; The wastewater discharge volume from 18:00 to 20:00 on July 30 was 110 m3.
02 Case Progress
The company’s behavior violated the provisions of Article 39 and Article 83, Item 3 of the Water Pollution Prevention and Control Law of the People’s Republic of China. According to Article 1, Item 7 of the Interpretation of Several Legal Issues, the local ecological environment department transferred the case to the public security department on August 6, and the public security department has accepted the case and launched the next step of investigation.
