Announcement of the “Guidance Catalog for the First Batch Application Demonstration of Key New Materials (2021 Edition)”
Recently, the Ministry of Industry and Information Technology announced the “Guidance Catalog for the First Batch Application Demonstration of KeyNew Materials (2021 Edition)” (draft for comments) on its official website. Performance fibers andcomposites are among them. In addition, among the membrane materials, high-strength polytetrafluoroethylene (PTFE) hollow membranes were selected; among other advanced chemical materials, high-temperature resistant nylon (PPA) materials, nylon and composite materials, and tricellulose acetate (TCA) membranes were selected. Among the categories of biomedical and high-performance medical device materials, seaweed fiber and applications, and minimally invasive interventional medical hollow fiber tubes are on the list. Among the cutting-edge new materials, graphene-modifiednon-woven fabrics and other products are shortlisted.
According to reports, new materials play a very important role in promoting industrial technology upgrading, but they often face many difficulties when they are first promoted and applied. For example, when new materials are put into the market, they need to go through long-term testing, evaluation and application assessment, which consumes high capital and time costs. There are also greater risks for downstream users when using new materials. Many companies would rather choose to import at high prices or sacrifice certain material properties than to be the first to “eat crabs”. On the other hand, if material properties cannot be continuously improved in application and process technology cannot be iteratively optimized, then some key application data cannot be accumulated. This phenomenon has objectively led to problems such as “it is difficult to use good materials but dare not use good materials”, the disconnect between production and application, and the difficulty in creating new products and promoting their applications.
In order to solve the above problems, since 2017, the Ministry of Industry and Information Technology, together with the Ministry of Finance and the China Banking and Insurance Regulatory Commission, have carried out a pilot project on the insurance compensation mechanism for the first batch of application of key new materials. The establishment of the first batch insurance mechanism for new materials aims to use market-oriented means to make institutional arrangements for risk control and sharing of new material application demonstrations, break through the initial market bottleneck of new material applications, and activate and release the downstream industry’s interest in new material products. Effective demand, accelerate the transformation and application of new material innovation results.
