The government should urge the industry to make relevant preparations in all aspects. Sutrisno pointed out that the “starting from yarn” rules of origin in the TPP provisions are worthy of attention. This provision stipulates that the raw materials used in textile and clothing must come from member countries before zero tariffs can be implemented. According to statistics from the Indonesian Ministry of Industry, Indonesia imported US$8.6 billion in textiles such as spinning yarn, fiber, and cloth in 2014, most of which came from China, which is not a member of the TPP. Vietnam, which has become a member of the TPP, is also facing the same situation. Adi, chairman of the Indonesian Textile Association, believes that there is no doubt that joining the TPP will benefit the textile industry, but the government should provide comprehensive support to the textile industry. It is reported that between 2005 and 2014, Indonesia’s textile exports increased from US$8.6 billion to US$12.7 billion, and Vietnam’s textile exports increased from US$5.3 billion in 2011 to US$26.2 billion in 2014.
