This regulation requires that the content of nonylphenol polyoxyethylene ether (NPE) in textile products shall not exceed 0.01% (100ppm). The transition period of the regulations is 5 years; after the transition period, products that do not meet the limit requirements will not be allowed to be sold or imported in the EU market.

NPE is a non-ionic surfactant with good penetration, emulsification and dispersion properties. It is widely used in cleaning, dyeing and washing processes in the textile production process. It is the most commonly used detergent and detergent in the textile and garment industry. Dyeing auxiliaries account for more than 80% of my country’s market share.

Textiles and clothing are important export products of our city. Data show that from January to April this year, our city’s exports of textile and clothing products totaled US$226,900. To this end, the Municipal Commerce Bureau reminds relevant garment export companies to pay close attention to the implementation of EU NPE regulations and master the detailed provisions of the regulations; strengthen NPE content testing of raw materials and finished products to avoid exporting EU products that exceed the limit requirements.

Coincidentally, the American Textile, Apparel and Footwear Association recently released the 17th edition of the Restricted Substances List (RSL), which lists more than 250 substances in 12 categories that are banned or restricted in clothing, footwear and finished home textile products.

The United States is one of the main export markets for our city’s textile and clothing products. According to statistics, from January to April 2016, our city’s textile and clothing exports to the United States totaled US$49,500, making it the city’s largest export market for textile and clothing products.
