Staff from the Fair Trade Department of the Municipal Commerce Bureau said that the European Union recently issued Regulation No. 26 of 2016, which limits the content of nonylphenol polyoxyethylene ether (NPE) in textile products. This regulation requires that the content of nonylphenol polyoxyethylene ether (NPE) in textile products shall not exceed 0.01% (100ppm). The transition period of the regulations is 5 years; after the transition period, products that do not meet the limit requirements will not be allowed to be sold or imported in the EU market.
NPE is a non-ionic surfactant with good penetration, emulsification and dispersion properties. It is widely used in cleaning, dyeing and washing processes in the textile production process. It is the most commonly used detergent and detergent in the textile and garment industry. Dyeing auxiliaries account for more than 80% of my country’s market share.
Textiles and clothing are important export products of our city. Data show that from January to April this year, our city’s exports of textile and clothing products totaled US$226,900. Among them, the EU market accounts for 20.08% and is the second largest market for our city’s textile and clothing product exports. This new restriction will have a greater impact on clothing, indoor textiles, yarn, and weaving manufacturing companies. To this end, the Municipal Commerce Bureau reminds relevant garment export companies to pay close attention to the implementation of EU NPE regulations and master the detailed provisions of the regulations; strengthen NPE content testing of raw materials and finished products to avoid exporting EU products that exceed the limit requirements.
Coincidentally, the American Textile, Apparel and Footwear Association recently released the 17th edition of the Restricted Substances List (RSL), which lists more than 250 substances in 12 categories that are banned or restricted in clothing, footwear and finished home textile products.
The United States is one of the main export markets for our city’s textile and clothing products. According to statistics, from January to April 2016, our city’s textile and clothing exports to the United States totaled US$49,500, making it the city’s largest export market for textile and clothing products. The new testing method for formaldehyde in leather added to the new regulations also has an impact on the export of leather shoes and leather clothing materials in our city. The Municipal Commerce Bureau also reminded relevant enterprises to pay close attention to the annex and latest requirements of the United States’ textile and clothing-related regulations, strictly control the quality of raw and auxiliary materials, and continuously improve production processes and testing methods to ensure that textile and clothing products exported to the United States do not suffer from quality and safety issues. be notified or recalled to reduce their own economic losses.
