Brazil launches anti-dumping investigation into Chinese polyurethane-coated fabrics
The Brazilian Ministry of Industry and Foreign Trade Services issued Foreign Trade Secretariat Notice No. 47 of 2016 in the official daily newspaper on July 21, deciding to formally launch an anti-dumping investigation into PU synthetic leather originating in mainland China. The Mercosur tax numbers of the products involved are 39211390, 39219019, 39219090, 56031410, 56031420, 56031430, 56031440, 56031490, 56039410, 56039420, 56039430, 56039490 and 590320 00. The dumping investigation period in this case was from January to December 2015, and the damage analysis period was from January 2011 to December 2015.
Stakeholders need to participate in investigations and responses through the SDD Digital Information System (SistemaDECOMDigital), and mark documents with “Restricted (Restrito)” or “Confidential (Confidencial)”. When submitting for registration, they must correctly classify the documents, otherwise they will be responsible for the consequences.
The companies involved in the case must submit their answers within 30 days, and may also apply to the Brazilian Trade Protection Agency for an extension before the deadline. In this case, Pakistan intends to use Italy as a third country in the market economy. Mainland Chinese manufacturers and exporters can express their opinions on the choice of alternative country within 70 days after the case is filed (no extension).
Considering that there are many companies involved in the case in mainland China, the Brazilian investigation agency plans to use sampling methods to conduct the investigation.
