Vietnam cancels formaldehyde and azo testing regulations on textiles

Recently, the Ministry of Industry and Trade of Vietnam issued Notice No. 23/2016/TT-BCT, which announced the revocation of the provisions of Notice No. 37/2015/TT-BCT. The provisions of the original Notice No. 37/2015/TT-BCT The content limits, test procedures and inspection requirements for banned decomposable aromatic amines in formaldehyde and azo dyes in textiles will take effect on December 15, 2015, requiring textiles sold on the Vietnamese market, but not including those that have not been fully The processed yarn and wool blanks need to be tested for formaldehyde and aromatic amines. The new regulations came into effect on November 26, 2016.

The original specific limits are as follows:

1. Formaldehyde:

(1) For textiles used by children under 36 months of age, the formaldehyde residue should be ≤30mg/kg;

(2) For textiles in direct contact with the skin, the formaldehyde residue should be ≤75mg/kg;

(3) For non-skin contact textiles, the formaldehyde residue should be ≤300mg/kg.

2. The residual amount of aromatic amines in textiles shall not exceed 30mg/kg.

The release of the new regulations means that textiles sold in Vietnam’s local market will no longer be subject to these requirements. Because the testing of formaldehyde residues and aromatic amine residues in textiles is time-consuming and expensive, and mandatory testing will lead to extended customs clearance time, indirectly affecting production, and in some cases, it will also lead to missed delivery dates, thereby losing competition with foreign competitors. Therefore, at the request of the Vietnam Textile and Garment Association, the relevant Vietnamese departments canceled this testing requirement.

Vietnam is one of the major export markets for Chinese textile raw materials in Southeast Asia. Most of its textile raw materials are imported from China. The cancellation of Vietnam’s mandatory testing regulations for formaldehyde and azo dyes is objectively beneficial to the export of Chinese textile raw materials. However, in recent years, Vietnam’s relatively low labor costs and location advantages have attracted more and more textile companies from China, South Korea, Japan, France and other countries to set up businesses in Vietnam. Its textile and clothing exports have gradually increased, and it has become China’s One of the main competitors is launching all-round competition with mainland Chinese companies around the world. It is estimated that Vietnam’s total textile and apparel exports in 2016 will reach US$28.5 billion, 50% of which will be exported to the Chinese market. At the same time, exports to the United States will also increase to US$11.4 billion, a year-on-year increase of 4%. The implementation of the new regulations will significantly enhance the competitiveness of Vietnam’s textile and apparel products in international trade and further compete with textile and apparel products from China.

The inspection and quarantine department will promptly adjust policies and focus on strengthening the quality supervision of formaldehyde and azo dyes on imported textiles and clothing from Vietnam.
