On March 16, Jiangsu Provincial Sericulture Society, Jiangsu Provincial Silk Association, and Jiangsu Provincial Sericulture Research Institute issued “About Carrying out “Sericulture Industry to Strengthen the Town”” “Notice on Promotion Work” (Su Canhan [2022] No. 5, hereinafter referred to as the “Notice”) proposes that in order to thoroughly implement the relevant spirit of the 2022 Central Committee Document No. 1 and the Jiangsu Provincial Party Committee Document No. 1 on creating a strong town with modern agricultural industry, To cultivate a number of advantageous and characteristic industrial clusters and modern agricultural industry integrated development models, it was decided to launch the promotion of strong sericulture industry towns in Jiangsu Province.
The “Notice” requires that towns (townships, subdistricts) applying for the promotion of “Strong Sericulture Industry Towns” should meet the following conditions: 1. The government attaches great importance to it. The town (township, street) party committee and government actively and proactively laid out the construction of the sericulture industry, formulated a development plan for the sericulture industry, and issued relevant work deployment documents. The ideas are clear, the goals are clear, the measures are feasible, and the support is strong. 2. The leading industries have a good foundation. The leading industries have obvious advantages and the industry scale is large. In principle, in the past three years, the area of mulberry gardens in towns (townships and streets) has reached more than 10,000 acres, the mulberry efficiency per mu has exceeded the provincial average by more than 20%, and the total output value of sericulture and its comprehensive utilization has reached more than 50 million yuan. There are a number of new business entities such as leading enterprises, sericulture cooperatives, family farms, and large sericulture households with standardized management, good operations, and strong ability to connect and guide farmers. 3. Strong technological leadership ability. An integrated demonstration base for new sericulture varieties, new technologies, new models and new equipment has been built. The promotion coverage rate of excellent varieties reaches more than 90%; the proportion of moderate-scale operations (more than 5 acres) reaches more than 20%; the comprehensive application rate of intensive and labor-saving sericulture technology reaches more than 40%. 4. Integrated development has achieved remarkable results. Focusing on leading industries, an integrated development pattern of primary, secondary and tertiary industries has been formed. It has diverse entities, diverse business formats, and rich types; it has a good foundation for intensive processing, comprehensive utilization, brand building, and cultural inheritance; it has a complete sericulture industry chain and strong green, ecological, and sustainable development capabilities. County (city, district) agricultural and rural authorities are requested to take the lead and organize qualified towns (townships, streets) within their jurisdiction to actively declare.
