“Food, clothing, housing and transportation” are related to people’s livelihood. With the continuous improvement of people’s living standards, there are more and more waste clothes, and the problem of recycling of waste textiles has become increasingly prominent. Recently, the National Development and Reform Commission, together with relevant departments, issued the “Implementation Opinions on Accelerating the Recycling of Waste and Used Textiles” (Fagaihuanzi [2022] No. 526, hereinafter referred to as the “Implementation Opinions”), which provides guidance on promoting resource recycling-based industrial systems and waste recycling. It is of great significance to build a material recycling system, improve resource utilization efficiency, promote the construction of ecological civilization, and help achieve the goal of carbon peak and carbon neutrality.
1. At the national level, for the first time, the development goals for the recycling of waste textiles were clarified
my country is the world’s largest textile country, accounting for more than 50% of the world’s total textile fiber processing. Our country is also a country with a large population, so clothing and food are a matter of course. As our country builds a moderately prosperous society in all respects, the people’s concept of dressing has also undergone fundamental changes. The era of “three years for the new, three years for the old, and another three years for mending” is gone forever, and the clothing elimination cycle has also changed. Greatly shortened, resulting in a large amount of waste textiles. In 2020, the amount of waste textiles produced will be about 22 million tons, the recycling rate is about 20%, and the output of recycled fiber from waste textiles will be about 1.5 million tons. There is still a lot of room for improvement in the recycling capacity and level of waste textiles.
“Implementation Opinions” clarifies the main goals for 2025 and 2030: By 2025, the waste textile recycling system will be initially established, the recycling capacity will be greatly improved, the waste textile recycling rate will reach 25%, and the output of recycled fiber from waste textiles will be increased. Reached 2 million tons. By 2030, a relatively complete waste textile recycling system will be established, the recycling awareness of producers and consumers will be significantly improved, high-value utilization channels will continue to expand, the level of industrial development will be significantly improved, the waste textile recycling rate will reach 30%, and the waste textile recycling rate will reach 30%. The output of recycled fiber reaches 3 million tons. The “Implementation Opinions” point out the direction for the medium- and long-term development of my country’s waste textile recycling industry.
2. Strengthen full-chain management and accelerate the construction of a recycling system for waste textiles
At present, there are still many blocking points and pain points in the recycling, trading and circulation, fine sorting and comprehensive utilization of waste textiles in my country. To solve these blocking points and pain points, we cannot adopt the method of “treating the feet that hurt and treating the headaches”. Instead, we need to use the full life cycle management idea, consider the production end, recycling end, comprehensive utilization end, etc., and coordinate the efforts of all links to achieve the purpose of accelerating the construction of a waste textile recycling system.
On the production side, the “Implementation Opinions” aims to promote green and low-carbon production in the textile industry, proposing to promote green design of textiles, encourage the use of green fibers, and strengthen the social responsibility of textile producers. 3 jobs. On the comprehensive utilization side, the “Implementation Opinions” deploys three tasks: standardizing reuse, promoting the development of the recycling industry, and implementing key breakthroughs in standard clothing. The “Implementation Opinions” clarified the work requirements for the reuse of waste textiles for the first time. It is necessary to standardize the reuse and promote the trade of used clothes in an orderly manner. Develop, revise and improve standards and specifications for cleaning, disinfection, sanitation and epidemic prevention, and market transactions of used clothes. 3. The “Implementation Opinions” will help solve the problem of small and scattered waste textile recycling enterprises and promote the development of industrial agglomeration
At present, the level of recycling of waste textiles in my country is not high and is mainly restricted by four aspects. First, blended materials account for more than 85% of textile fabrics, and most of them have been printed and dyed. It is difficult to separate and remove fibers of different components. Second, the recycling products are single, mainly recycled short fibers, and the added value of the products is low. Third, recycling companies are generally small in scale. There are only a few hundred companies of a certain scale and there are tens of thousands of family workshops, making supervision difficult. Fourth, there is a lack of guidance in the consumer market. Some consumers are biased against recycled textiles and believe that recycled textiles are low-quality products.
The “Implementation Opinions” propose to expand the scale of recycling of waste textiles, strengthen the recycling of waste textiles in the textile industry, promote the application of recycled products of waste textiles in the fields of building materials, automobile interior and exterior decoration, agriculture, environmental management and other fields, and encourage the use of waste textiles that cannot be recycled Standardize the use of waste textiles for fuel. Promote the high-value development of waste textile recycling products, and support waste textile utilization companies to develop and produce high value-added products. Encourage recycling companies to strengthen their connections with recycling companies, extend the industrial chain, carry out mergers and reorganizations, and cultivate leading companies with industrial chain leadership. The implementation of the “Implementation Opinions” can effectively promote the integration of small and scattered projects, cultivate and strengthen key enterprises, improve the level of waste textile recycling technology and equipment, and standardize recycling business activities. In the future, the waste textile recycling industry will show a trend of agglomeration, standardization and specialization.
Fourth, the “Implementation Opinions” focus on breakthroughs in waste uniforms to promote high-quality development of waste textile recycling
At this stage, our country produces a large amount of waste standard clothing every year, including military uniforms, school uniforms, work clothes and various law enforcement uniforms. Waste uniforms contain different proportions of wool-polyester, cotton-polyester and other ingredients. They are large in volume, relatively single in raw materials, and have concentrated recycling channels. Due to the lack of an effective connection mechanism, the recycling of waste uniforms has a single product and an inconsistent industrial chain. issues such as smoothness.
The “Implementation Opinions” propose to focus on waste standard clothing, take the lead in making breakthroughs, and gradually promote the development and growth of the waste textile recycling industry. Give full play to the leading and supporting role of science and technology, promote the research and development and application of key technologies, accelerate the innovation of green recycling models and utilization methods, and promote the large-scale and high-value recycling of waste textiles. Select key areas and regions, organize capable enterprises to carry out pilot projects for the recycling of waste standard clothing, and optimize the technical paths and marketization mechanisms for centralized recycling. Driven by the recycling of waste standard clothing, a relatively complete waste textile recycling system will be gradually established.
