Pakistan launches anti-dumping review and investigation into new exporter of Chinese polyester filament yarn
On February 21, 2020, the National Tariff Commission of Pakistan issued Announcement No. 46/2016/NTC/PFY/NR/2020 stating that in response to the Chinese manufacturer/exporter Suzhou Rusheng Suzhou Rusheng Chemical Fiber Co., Ltd. submitted an application on January 27, 2020 to initiate an anti-dumping new exporter review investigation on polyester filament yarn (Polyester Filament Yarn) imported from China and Malaysia. The products involved include polyester textured yarn (tax number: 5402.3300), fully drawn yarn (tax number: 5402.4700), multi-strand yarn (tax number: 5402.6200), excluding colored polyester filament yarn. The investigation period of this case is from January 1, 2019 to December 31, 2019. During the investigation, the company involved should pay a cash deposit of 11.35% based on cost and freight (C&F). The investigative agency is expected to make a final review decision within 6-12 months after the announcement of the filing of the case.
Stakeholders should register to respond within 15 days of the announcement and submit evidence materials within 30 days.

On August 26, 2017, Pakistan began to impose levies on polyester filament yarn originating in or imported from China and Malaysia. Anti-dumping duties are valid for five years.
