At present, there are more than 400 textile and garment enterprises in Wenshang, employing more than 60,000 people, with an annual output of more than 400 million pieces of various garments, accounting for 1.3% of the country’s total textile and garment output.
“As consumer demand changes, the market changes, and you have to change with it, so we have to take large orders of tens of thousands or hundreds of thousands of pieces, as well as small orders of thousands or even hundreds of pieces. Located in Wenshang Economic Development Zone, Huacheng Bailing Clothing Co., Ltd. is a large-scale clothing processing enterprise with 1,200 employees. It is also the designated global manufacturer of women’s clothing for the Japanese clothing brand Uniqlo. Last year, the company produced 18 million pieces of clothing. At first, it was difficult for Hwaseong Bailing’s production chain to match Uniqlo’s requirements for manufacturing efficiency. “Take the finishing of fabrics before ready-made garments as an example. The fabric can only achieve its antibacterial, anti-shrinkage, anti-wrinkle and other functions by going through multiple processes such as drawing, shaping, and steaming. We have to go to Jiangsu and Zhejiang and other places every time. Processing and shipping back are time-consuming and laborious,” Miao Fuhua said.
Huacheng Bailing is anxious to introduce professional companies to complete key links in the chain. Camon, headquartered in France, is an industry leader in this segment. The gradual improvement of the entire industrial chain is also changing the current situation of Wenshang’s textile and garment industry being dominated by “OEM”, with a number of independent brands standing out. The school uniform brand of Qiqi Clothing has emerged, the seaweed fiber-colored spinning brand products launched by Ruyi Technology have achieved industrialization, and the “Albai” brand clothing designed and developed by Hassan Clothing occupies one-tenth of the international market. In 2020, the tax revenue of enterprises above designated size in the textile and garment industry in Wenshang County increased by 3%, driving the tax share of the manufacturing industry to increase by 28.8%, surpassing the real estate and mining industries for the first time, and the industrial structure achieved a historic change. According to the plan, by 2025, there will be 80 enterprises above designated size in the textile and clothing industry in Wenshang County, with revenue reaching 12 billion yuan, and the proportion of self-owned brand sales exceeding 20%.
