Turkey makes final affirmative anti-circumvention ruling on Chinese nonwovens and artificial leather

On June 9, 2022, the Turkish Ministry of Trade issued Announcement No. 2022/15, which imposes tax on polyurethane nonwoven products originating in China that weigh more than 150 grams per square meter. On February 13, 2008, Turkey launched an anti-dumping investigation into non-woven products originating in China (tax code: 5603.14). On April 18, 2009, Turkey made a positive final ruling on the case and imposed an anti-dumping tax of US$1.9/kg on Chinese nonwoven products. On April 12, 2015, Turkey extended the validity period of anti-dumping duties on products involved in China for the first time and continued to impose anti-dumping duties of US$1.9/kg (see Announcement No. 2015/9). On October 16, 2018, Turkey expanded the scope of products involved in the case and imposed an additional anti-dumping tax of US$1.9/kg on artificial leather (tax number: 3921.13) originating in China. On May 28, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/18, making an affirmative final ruling on the anti-dumping sunset review of non-woven fabrics and artificial leather originating in China, maintaining the anti-dumping duty of US$1.9/kg for the products involved, and the validity period for 5 years. On September 4, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/43, launching an independent anti-circumvention investigation into China’s nonwovens and artificial leather to examine whether the products involved originating in China were re-exported to Turkey through Malaysia and Jordan to circumvent Anti-dumping duties.
