India plans to develop a large-scale textile park
According to Indian media reports, the Ministry of Textiles of India plans to promote the “Prime Minister’s Mega Integrated Textile Region and Apparel (PM Mitra)” project plan. Develop 7 large-scale textile parks with a total budget of 44.55 billion rupees (approximately US$600 million).
The plan currently has 18 plans proposed by 13 states including Gujarat, Karnataka, Maharashtra, Punjab, Tamil Nadu, Telangana, and Uttar Pradesh, but the budget may not be enough to allocate. States may be restricted to developing one park, with subsidies limited to 30%, and the remaining funds must be raised by state governments and developers themselves.
The PM Mitra plan is developed under the PPP model by the central government, local states, and private parties. In addition to developing industrial parks, the main developer must also be in the concession period. Maintenance will be carried out within the project to build an infrastructure with Plug and Play, reduce factory construction and logistics costs for manufacturers, and aim to develop a complete industrial cluster, including the textile value chain from spinning, weaving, processing, dyeing, printing, manufacturing and clothing design, etc. It is hoped that Promote foreign direct investment and local investment in the textile industry.
The developer can be a private developer or a public development company affiliated with the state government. The Ministry of Textiles will review the developer’s proposal in two stages. In the first stage, the developer will be screened. and plan content (RFP, bidding instructions). In the second stage, a comprehensive evaluation will be conducted. The measurement benchmark includes 1,000 acres of contiguous and unencumbered land, stable power, water resources, sewage treatment facilities, etc., and considers surrounding transportation infrastructure, ecology, etc. system, state labor laws and industrial policies, etc., and finally approved 7 proposals.
