Due to serious corporate losses and high debts, social stability problems have become increasingly prominent.

In January 1997, the Provincial Party Committee and the Provincial Government sent a research team to consult on the troubled Nanchong silk industry. In February, the main leaders of the Provincial Government went to Nanchang for on-site work. In March, the main leaders of the Provincial Party Committee went to Beijing to ask for help from the State Council. At that time, he was the Vice-President of the State Council. Prime Minister Wu Bangguo immediately instructed, “I agree with reducing personnel and increasing efficiency, and we will coordinate the solution.” The country, provinces and cities have introduced a series of supporting policies. All 23 state-owned and collective small and medium-sized silk enterprises in the system were rented, held shares, merged, and sold for restructuring. Langzhong Silk Factory, Nanchong Silk Textile Factory, Jialihua Group, and Nanchong Textile Machinery Factory were bankrupt and reorganized one after another. Nantai Group implemented the strategy of retreating from the second sector and entering into the third sector. Existing land resources were used to develop real estate, the state-owned shares of Meiya Group were sold for cash, and the Nanchong Silk Printing and Dyeing Factory reduced staff to increase efficiency and revitalize the sector. The number of employees was reduced from 32,000 to 12,000, and various debts were resolved by 640 million yuan. In 2001, municipal silk enterprises achieved a profit of 8.96 million yuan, getting rid of seven years of losses.

In 2002, the Nanchong Municipal Party Committee and Municipal Government decided to reform the current management system. In April, the seven county and city cocoon silk branches affiliated to Nanchong City Cocoon Silk Company were decentralized to local management, and the management functions were assigned to the newly established Nanchong City Sericulture Management Station and the City Cocoon Silk Industry Office. The Municipal Cocoon Silk Company has become a for-profit enterprise engaged in silk trade, which has fundamentally reversed the shortcomings of inseparation between government and enterprises, chaotic management, and weak regulation, created a good development environment, and laid a solid foundation for it to release its own economic development potential. .

Since the 18th National Congress of the Communist Party of China, socialism with Chinese characteristics has entered a new era. Our city’s cocoon and silk industry has made historic achievements. At present, Nanchong has basically formed an industrial chain supporting raw material supply, weaving, printing and dyeing, export trade of clothing and home textile products, science and education, etc. More than 200 products have won national silver awards and provincial quality awards.
