1. Development history of Nanchong silk industry
The cocoon and silk industry is Nanchong’s city card. The development of Nanchong silk has gone through a tortuous process. Before liberation, Nanchong silk was severely damaged. The birth of the Communist Party of China in 1921 brought hope and dawn to silk. After the founding of the People’s Republic of China in 1949, under the leadership of the Communist Party of China, Nanchong’s silk industry recovered from dire straits and was injected with new vitality. In 1978, after the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, the city’s cocoon and silk industry accelerated the pace of reform and opening up. From the mid-to-late 1980s to the early 1990s, Nanchong’s silk industry was at its peak. At that time, Nanchong’s silk industry employed as many as 100,000 people, and the number of farmers growing mulberry and raising silkworms reached 1 million. The total output value of the silk industry exceeded 1.5 billion yuan, and profits and taxes paid exceeded 80 million yuan. ExportsThe foreign exchange earnings exceed 50 million US dollars, which is 1/4 of the total industrial output value of the entire Nanchong region, 1/5 of the fiscal and tax revenue and 4/5 of the foreign exchange earnings from exports. In terms of production and scientific research, more than 160 products have won national silver awards, ministry and provincial quality awards and new product awards, and more than 20 science and technology projects have won national, provincial and municipal science and technology awards. Progress Award. The silk industry is not only a pillar industry in Nanchong, but also a major contributor to Sichuan Province’s silk exports. The silk industry fell step by step into a trough, and most companies were in a state of suspension or semi-suspended production. By the end of 1996, the city’s silk industry had accumulated losses of 523 million yuan, and the average asset-liability ratio was as high as 91.35%. Due to serious corporate losses and high debts, social stability problems have become increasingly prominent.
In January 1997, the Provincial Party Committee and the Provincial Government sent a research team to consult on the troubled Nanchong silk industry. In February, the main leaders of the Provincial Government went to Nanchang for on-site work. In March, the main leaders of the Provincial Party Committee went to Beijing to ask for help from the State Council. At that time, he was the Vice-President of the State Council. Prime Minister Wu Bangguo immediately instructed, “I agree with reducing personnel and increasing efficiency, and we will coordinate the solution.” The country, provinces and cities have introduced a series of supporting policies. The Economic and Trade Commission has listed Nanchong as one of the key cities in the country to alleviate difficulties in the silk industry. Four companies including Jialihua Silk Group have been included in the “cage of reducing staff and increasing efficiency” in non-pilot cities of the National Textile Federation. The Municipal Party Committee and the Municipal Government issued the “About Supporting Silk Enterprises” 13 Preferential Policies”, which put forward the overall idea of ”reducing staff and increasing efficiency, bankruptcy and reorganization, one factory, one policy, and segmented activities” to vigorously promote enterprise restructuring. Marked by the bankruptcy of Langzhong Silk Group in August 1998, Nanchong Silk Industry began an unprecedented major asset reorganization, structural adjustment and mechanism transformation. All 23 state-owned and collective small and medium-sized silk enterprises in the system were rented, held shares, merged, and sold for restructuring. Langzhong Silk Factory, Nanchong Silk Textile Factory, Jialihua Group, and Nanchong Textile Machinery Factory were bankrupt and reorganized one after another. Nantai Group implemented the strategy of retreating from the second sector and entering into the third sector. Existing land resources were used to develop real estate, the state-owned shares of Meiya Group were sold for cash, and the Nanchong Silk Printing and Dyeing Factory reduced staff to increase efficiency and revitalize the sector. The number of employees was reduced from 32,000 to 12,000, and various debts were resolved by 640 million yuan. In 2001, municipal silk enterprises achieved a profit of 8.96 million yuan, getting rid of seven years of losses.
In 2002, the Nanchong Municipal Party Committee and Municipal Government decided to reform the current management system. In April, the seven county and city cocoon silk branches affiliated to Nanchong City Cocoon Silk Company were decentralized to local management, and the management functions were assigned to the newly established Nanchong City Sericulture Management Station and the City Cocoon Silk Industry Office. The Municipal Cocoon Silk Company has become a for-profit enterprise engaged in silk trade, which has fundamentally reversed the shortcomings of inseparation between government and enterprises, chaotic management, and weak regulation, created a good development environment, and laid a solid foundation for it to release its own economic development potential. .
Since the 18th National Congress of the Communist Party of China, socialism with Chinese characteristics has entered a new era. Our city’s cocoon and silk industry has made historic achievements. At present, Nanchong has basically formed an industrial chain supporting raw material supply, weaving, printing and dyeing, export trade of clothing and home textile products, science and education, etc. More than 200 products have won national silver awards and provincial quality awards. The output of real silk in Nanchong City’s silk industry Accounting for 37% and 11.7% of the province and the country respectively, the scale of silk weaving, comprehensive utilization and development…The leading group for the construction of clothing industry clusters has established a regular joint meeting system, studied and formulated a series of development supporting policies, coordinated and solved related problems in development, and provided strong organizational and policy guarantees for accelerating the development of the silk spinning and garment industry.
(2) Adhering to planning first is an important prerequisite for promoting the development of the silk industry. Nanchong City insists on orderly advancement of planning guidance, step-by-step implementation, clear development ideas and priorities, and continuously improves the quality of development. The Sixth Party Congress of the Municipal Party Committee made the overall plan to implement the “155 Development Strategy” and accelerate the construction of “Nanchong New Future·Chengdu-Chongqing Second City”. The silk spinning and garment industry will be regarded as one of the five pillar industries that drive Nanchong’s economic development. – It will take 10 years to cultivate and expand the 100-billion-yuan silk spinning and clothing industry cluster, and build the largest sericulture comprehensive development and utilization base in western China, a silk spinning and clothing production and research and development base, a silk spinning and clothing product distribution center, and a famous sericulture and silk cultural tourism city in China. Long-term and practical planning It will surely promote the strong rise of Nanchong silk industry. The Municipal Economic and Information Bureau has formulated a five-year development plan for Nanchong City’s silk spinning and garment industry, and the Municipal Commerce Bureau has formulated a plan to build a famous silk cultural city in China, ensuring that the planning is forward-looking and scientific.
(3) Optimizing the development environment is the fundamental guarantee for promoting the development of the silk industry. More than 10 supporting policy documents have been issued for the development of the industry, and special funds for the development of cocoons and silk from the central and provincial governments have been fully utilized to focus on supporting the construction of high-quality cocoon bases, the research and development of new silk and mulberry health food products, and research on key industry and common technologies; cultivation Leading enterprises; implement brand strategy, strengthen marketing network construction, explore international and domestic markets; promote silk culture, build Silk Museum and Silk Culture Industrial Tourism Park; build public service platforms, etc., inject new vitality into the development of enterprises and create a Good atmosphere.
