Lay a solid foundation for development and optimize the investment environment

In recent years, Chaoyang District has solidly promoted investment promotion for the construction of the Haimen area. In terms of consolidating the foundation for development and optimizing the investment environment, the district has accelerated the land acquisition and storage work in the area, and exceeded the land acquisition and storage tasks in the area last year. Since the beginning of this year, a quarter of the land acquisition and storage tasks for the year have been completed.

At the same time, we will continue to increase infrastructure construction and advance infrastructure construction in an orderly manner. Up to now, the supporting facilities of the printing and dyeing park in the area and the first and second phases of the comprehensive improvement project of the four outer ditches have been completed. The Binhai Avenue park section and Jinhai Avenue are under construction as planned. The first phase of the Haimen Industrial Park road and infrastructure supporting project has been completed and the second phase of construction has been started.

In addition, in terms of industrial layout, we will make full use of the advantages of resource conditions, focusing on the development of fashion clothing, printing and dyeing accessories, and new materials industries to create a complete industrial chain layout. At present, the cultivation and development of enterprises in the Haimen area is beginning to take shape. There are 13 enterprises above designated or restricted levels. Last year, the total industrial output value was approximately 7 billion yuan.

Optimize construction and improve the quality of the area

In the ongoing efforts to promote the construction and investment promotion of Haimen area, Chaoyang District is focusing on optimizing the construction of “garden within a garden” and improving the quality of the area. With the increasing investment and construction of printing and dyeing parks, the total investment in printing and dyeing parks has so far reached nearly 5 billion yuan.

Among them, in the continuous improvement of the infrastructure construction of the printing and dyeing park, the printing and dyeing park in the area completed production facilities such as water supply, power supply, heating, sewage treatment in June last year , as well as the construction of park roads, employee dormitories, management centers, general workshops, gas, communications and other supporting facilities, meeting the conditions for printing and dyeing enterprises to enter the park and start production.

The district also strengthens the management of printing and dyeing enterprises and improves the service level of the park. At present, Chaoyang District plans to retain more than 50 printing and dyeing enterprises, and more than 30 of them have successfully moved into the park, and more than 20 of them have been put into trial production. Last year, the printing and dyeing park achieved a total industrial output value of about 1.8 billion yuan.

In line with the positioning of key development industries in the Haimen area, the zone has carried out targeted investment promotion in an orderly manner around port-facing industries, textile printing and dyeing, upstream and downstream industries, advanced manufacturing and cultural tourism and trade industries.

The district produces investment promotion materials based on Haimen area planning, tourism resources, industrial development conditions, etc., and uses the Internet and new media to publicize preferential investment policies in an all-round and multi-level manner, allowing merchants to quickly and easily understand the investment environment and investment prospects. In particular, festivals are used to promote investment projects to rural sages and entrepreneurs face-to-face, and encourage more rural sages to return to their hometowns to invest.

“We have also implemented precise policies to attract investment and made every effort to promote the implementation of key projects.” The relevant person in charge of Chaoyang District told reporters that the Haimen District attracted a total of 7 companies last year, and some companies have now entered the production stage. Since this year, the area has attracted three companies, all of which have completed land supply and plan to start construction this year.
