Türkiye launches anti-circumvention investigation into Chinese polyurethane-impregnated textiles
On January 25, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/4, launching an anti-circumvention investigation into the anti-dumping case of polyurethane-impregnated textiles originating in China. , to examine whether the products involved in the case originating in China were imported to Turkey via Bulgaria, France, and North Macedonia to avoid anti-dumping duties. This case involves products under Turkish tax code 5903.20.
On June 7, 2004, Turkey launched an anti-dumping investigation into polyurethane-impregnated textiles originating in China. On February 5, 2005, Turkey made a positive final anti-dumping ruling on the case and levied the following taxes: an anti-dumping tax of US$1/kg was levied on the products involved under tax numbers 5903.20.10.10.00 and 5903.20.10.90.00. An anti-dumping duty of US$2.2/kg is levied on the products involved under tariff numbers 5903.20.90.10.00 and 5903.20.90.90.00. Since then, Turkey has conducted two sunset review investigations, making affirmative final rulings and extending the tax deadline on October 31, 2010 and November 2, 2016 respectively. On October 30, 2021, Turkey conducted its third sunset review investigation into the case.
On March 26, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/15, launching a countermeasure against polyurethane-impregnated textiles originating in China. Avoid investigation. On June 15, 2022, the Turkish Ministry of Trade issued Announcement No. 2022/16, making a final affirmative anti-circumvention ruling on polyurethane-impregnated textiles originating in China, and began to impose restrictions on polyurethane-impregnated textiles originating in or imported from Malaysia and Anti-dumping duties are levied on the products involved in Greece.
