Brazil makes its second anti-dumping review final decision on Chinese synthetic fiber knitted fabrics
On February 17, 2023, the Management Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy (GECEX) issued Resolution No. 449 of 2023, making the first decision on synthetic fiber knitted fabrics originating in China. The final verdict of the second anti-dumping sunset review decided to continue to impose anti-dumping duties on the products involved in China for a period of 5 years, with a tax amount of US$3.65/kg. The products involved are circular woven fabrics, consisting of artificial yarns or filaments, mainly viscose, whether or not containing elastic filaments (commercially known as Lycra), with a width exceeding 30 cm, unbleached, bleached, dyed or printed Or yarn in various colors, no weight limit. On November 4, 2009, Brazil launched an anti-dumping investigation into elastic and inelastic synthetic fiber knitted fabrics originating in China. On April 8, 2011, Brazil made a positive final anti-dumping ruling on the case and decided to impose an anti-dumping tax of US$4.10/kg on the Chinese products involved. On April 7, 2016, Brazil launched its first anti-dumping sunset review investigation into elastic and inelastic synthetic fiber knitted fabrics originating in China. On February 17, 2017, the Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 7 of 2017 in the official gazette, making a positive final ruling on the anti-dumping sunset review investigation of China’s synthetic fiber knitted fabrics and deciding to continue to impose sanctions on the Chinese products involved. An anti-dumping duty of US$4.10/kg is levied and is valid until February 17, 2022. On February 17, 2022, the Brazilian Foreign Trade Secretariat issued Announcement No. 9 of 2022 in the Official Gazette of the Federal Government. In response to an application submitted by the Brazilian Textile and Garment Industry Association, it initiated the second anti-dumping on synthetic fiber knitted fabrics originating in China.
