India makes final affirmative anti-circumvention ruling on Chinese polyester high-elastic yarn
On March 31, 2023, the Ministry of Commerce and Industry of India issued an announcement stating that it would affirm anti-circumvention of polyester high elastic yarn (High Tenacity Polyester Yarn) originating in or imported from China. The final ruling ruled that the description, name or ingredients of the products involved in the case in China have been changed to avoid the current anti-dumping duties. Therefore, it is recommended to expand the scope of taxation on the products involved in the case in China. The current anti-dumping measures and validity period for China’s polyester high elastic yarn (until 2023 Ends July 8) also applies to the following products. The Indian customs code of the product involved is 54022090.
1. High-tenacity polyester yarn less than 1000 denier but greater than 840 denier, including binder activation and other yarns. Except for yarns of 840 denier and below (when imported within the allowable tolerance range of 2.4%).
2. High tenacity polyester yarn greater than 6000 denier but less than 7000 denier. Except for yarns of 7,000 denier and below (when imported within the allowable tolerance range of 2.4%).
3. Binder-activated high-tenacity polyester yarn (PUIIII) greater than 1000 denier but less than 1300 denier. Exceptions are made for 1300 denier yarn (when imported within the allowable tolerance of 2.4%).

On July 27, 2022, the Ministry of Commerce and Industry of India issued an announcement stating that in response to an application submitted by the Indian domestic enterprise Reliance Industries Limited, it would launch an anti-circumvention investigation into polyester high-elastic yarn originating in or imported from China to examine whether the products involved have been altered. description, name or ingredients to avoid anti-dumping duties. On September 30, 2022, the Ministry of Commerce and Industry of India issued an announcement stating that in response to an application submitted by the Indian domestic enterprise Reliance Industries Limited, it would launch the first anti-dumping sunset review investigation into polyester high-strength yarn originating in or imported from China. The product involved is also called polyester industrial yarn (PIY) or industrial yarn (IDY). This survey does not include the following products: yarns less than 1000 denier, yarns greater than 6000 denier, twisted yarns, colored yarns, adhesive active yarns greater than 1000 denier and yarns with high modulus low shrinkage (HMLS) properties. .
