Please follow the clear recommendation procedures of the “Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Establishment of Green Manufacturing Systems” (Industry and Information Technology Department Letter [2016] No. 586, hereinafter referred to as the “Notice”) and refer to the first five batches of green manufacturing list recommendations Work requirements: organize local enterprises (including central enterprises, the same below), parks, etc. to carry out application work, select and determine the recommended list of green factories, green design products, green industrial parks, and green supply chain management enterprises in the region. Please send the paper version of the application materials (Appendix 1-5) in duplicate to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) before July 30, 2021. The electronic version of the materials will also pass the “Industrial Energy Saving and Green Development” Submit to “Management Platform” (https://green.miit.gov.cn).

All regions must strictly control recommendedquality. 2. Work requirements

(1) Green factory

All regions are requested to refer to the “General Principles for Green Factory Evaluation” (GB/T36132-2018) and the green factory evaluation requirements in the “Notice”, and compare the implementation plan and target plan for the construction of green manufacturing systems in the region to promote the creation of green factories. Recommended green factories in each region should be benchmarked against the green manufacturing level indicators of existing green factories. Major indicators such as energy consumption levels should be better than those of existing green factories in the same industry in the region. The relevant situation should be fully explained in the recommended materials. No more than 20 green factories are recommended in each region. In principle, the energy consumption levels of recommended enterprises in high energy-consuming industries such as steel, cement, flat glass, electrolytic aluminum, copper smelting, ethylene, crude oil processing, synthetic ammonia, methanol, calcium carbide, caustic soda, coking, and ferroalloys should meet or be better than those of corresponding countries. Energy consumption limit standard advanced value. All regions are requested to actively guide enterprises in the first five batches of green factory lists to carry out self-declaration (update) of green manufacturing level indicators. If the self-declaration rate of green factories on the list reaches more than 85%, the recommended number can be relaxed to 30.

(2) Green design products

For the application scope and corresponding standards of this batch of green design products, please log on to the website of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology and view it in the “Green Design Product Standard List”. Application products are limited to products with standards specified in the list. Compile green design product self-evaluation reports according to the specific requirements of the standards.

(3) Green Industrial Park

The construction of green industrial parks focuses on industrial parks at or above the provincial level with product manufacturing and energy supply as their main functions, industrial added value accounting for more than 50%, legal boundaries and scope, and unified management agencies. Please select a group of industrial parks with good industrial foundation, complete infrastructure and high green level to apply (refer to the relevant requirements for green park evaluation in the “Notice”), and encourage national low-carbon industrial park pilot units to carry out the construction of green industrial parks. No more than three green industrial parks are recommended in each region.

(4) Green supply chain management enterprises

The application scope of green supply chain management enterprises covers automobiles, aerospace, ships, electronic appliances, communications, power equipment, large complete equipment machinery, light industry, textiles, food, medicine, building materials, e-commerce, express packaging and other industries with strong representation. , core enterprises with great influence, strong operating strength and good green supply chain management foundation (refer to the relevant requirements for green supply chain evaluation in the “Notice”).

3. Relevant requirements for third-party evaluation agencies

Third-party organizations that carry out green manufacturing system-related evaluation work should meet the following basic conditions:

(1) Enterprises, institutions, industry associations, etc. registered in the territory of the People’s Republic of China and having independent legal person status, have the experience and ability to carry out relevant evaluations;

(2) Have a fixed office space and office conditions for conducting evaluation work, and have a sound financial management system;

(3) There should be no less than 10 full-time personnel with intermediate professional titles or above engaged in green assessment, including no less than 5 personnel with senior professional titles in energy, environment, ecology, low carbon, life cycle assessment and other related majors;

(4) Evaluation agency personnel should abide by national laws, regulations and evaluation procedures, and be familiar with green manufacturing-related policies and standards;

(5) Have the ability to carry out evaluations in green factories, green industrial parks, green supply chains and other fields, and have led or participated in green manufacturing-related review, demonstration, evaluation or scientific research at or above the provincial level in the past five yearsresearch projects, or the formulation of national and industry standards, green manufacturing related policies, etc.

The evaluation work related to the green manufacturing system is carried out by a third-party agency independently entrusted by the applying enterprise or park. In order to improve the quality of evaluation, the total number of green manufacturing system evaluation projects (including green factories, green industrial parks, and green supply chain management enterprises) carried out by third-party institutions of the same legal person (including its associated enterprises and institutions) shall not exceed 15 item.

4. Others

(1) The third-party agency should be responsible for the authenticity of the evaluation results. In the evaluation report, it should explain each item in the evaluation report against the basic conditions of the evaluation agency mentioned above, provide relevant supporting materials, and maintain independence from the self-evaluation activities of the applicant. It should not participate in self-evaluation activities. Evaluation report preparation. Relevant provincial industry and information technology departments are requested to conduct verification and strengthen supervision.

(2) All regions should strengthen the supervision of the announced green manufacturing lists, and follow the principle of “review every three years” to review the review status of the relevant units in the third batch of green manufacturing lists issued by the Ministry in 2018, especially those that do not The list and reasons that no longer meet the green manufacturing evaluation requirements will be submitted to the Energy Conservation and Comprehensive Utilization Department of our ministry together with the recommendation list.

(3) On the basis of supervision in each region, our Ministry will organize spot checks on relevant units in the manufacturing list and third-party institutions that carry out green manufacturing system-related evaluation work, and dynamically adjust the green manufacturing list according to the actual situation. For evaluation agencies that have serious bad behaviors, the evaluation reports issued by the agency will no longer be accepted within the next three years.

(4) Each region should do a good job in summarizing and recommending typical experiences. Our department will organize publicity activities on the advanced experience and typical practices of units with obvious green characteristics and outstanding results, so as to give full play to the demonstration effect. Encourage green manufacturing list units to publish green development or sustainable development reports, publicize advanced experiences and typical practices in green manufacturing, make green development commitments, fulfill social responsibilities, and accept public supervision.
