1. Optimize the cotton regional layout
Further subdivide Xinjiang’s cotton planting areas based on climate, market and conditions, clarify the suitable range of cotton planting according to fiber quality, and form a regional layout with reasonable distribution of long-staple cotton, medium-long-staple cotton, fine-staple cotton, and short-staple cotton. Various prefectures in Xinjiang have selected high-quality cotton varieties with strong regional adaptability as the main recommended varieties, and implemented one type per county to concentrate production of the same variety in the region to improve the consistency of cotton fiber. For example, long-staple cotton can be continued to be planted in Awati County, Yuepuhu County and other places with traditional advantages in long-staple cotton production areas. It is recommended to plant high-quality cotton varieties in places such as Shawan with better natural conditions. It is recommended to develop organic cotton in poor areas. At the same time, according to the production needs of downstream commodities, we will vigorously promote order planting, accurately serve cotton spinning demand enterprises, develop special cotton, and create cotton production bases for different purposes.
2. Promote the establishment of cotton standard system
Actively participate in the formulation of Chinese cotton industry standards, break the monopoly of Western cotton standards, solve the problem of Chinese cotton being controlled by others, and effectively maintain the credibility of Chinese cotton.
3. Improve the cotton industry chain and implement close cooperation between the upper, middle and lower reaches of the industrial chain

IV. Build a cotton interest chain connection mechanism
