Recently, the Ministry of Ecology and Environment issued the “Notice on Convening the Implementation Pilot Work Meeting” (EIA Letter [2021] No. 67), clarifying that Keqiao District, Shaoxing City is among the first batch in the country to carry out thermal power, printing and dyeing, and Sewage treatment plants and other key industries are one of three pilot areas for ecological environment statistics and pollution discharge permit management.
First, the reform of the pollution discharge permit system started early. In 2015, we actively carried out a pilot reform of the district emission permit system in accordance with the relevant requirements of the province. In 2017, we promoted the reform of the national emission permit system and completed the issuance of emission permits for 107 companies in 15 industries such as printing and dyeing and thermal power, making our province the first in the country to promote the reform. We will set an example and lead the reform of pollution discharge permits.
Second, the emission permit and emission rights are closely integrated. The district’s printing and dyeing industry pollutant discharge permit wastewater permit is mainly calculated based on the wastewater discharge right index. The waste gas permit is the sulfur dioxide and nitrogen oxide discharge rights, and the two are inseparable; In addition, the market for wastewater discharge rights is active and has high economic value. As the only carrier for recording discharge rights, the importance of the discharge permit is self-evident.
Third, pollution discharge permits and environmental statistics are closely related. The district’s Ecological Environment Bureau has integrated the two functions into the same department, which is conducive to the integration of pilot work and data collection. It will try to apply license-related results services to environmental statistics in key industries, reducing the work of companies when filling out environmental statistics forms. quantity.
