Jiaxing Xiuzhou carries out research on rectification work in the printing and dyeing industry

Recently, Deputy Secretary of the District Party Committee and District Mayor Liu Dewei led a team to Honghe Town, Xiuzhou District to investigate the printing and dyeing industry rectification and improvement work, and worked with enterprises, towns, Departments held discussions and exchanges, and conducted on-site work on the problems encountered during the merger, reorganization, and joint-stock reform of three printing and dyeing enterprises groups. Liu Dewei and his party visited Jiaxing Huishun Textile Dyeing and Finishing Co., Ltd. and Zhejiang Wangsheng Holding Group Co., Ltd. to carefully inspect the factory facilities and understand the production and operation conditions of the enterprises. Both companies are located in Honghe Industrial Park and are mainly engaged in the printing and dyeing processing of wool fabrics. In 2020, as initiating companies, they began to launch a merger and reorganization process, with a total of more than a dozen companies being merged.

According to the person in charge of the above-mentioned enterprise, the enterprise has been established for nearly 20 years. The factory area is small, the equipment is old, and the technology is relatively backward. The output value per ton of standard coal is only 10,200 yuan, but the product market demand is good. Through mergers and reorganization, they plan to purchase the most advanced equipment produced in Italy, which can save energy by up to 30%, double the total output value, and achieve an average tax revenue of 600,000 yuan per mu. According to the relevant person in charge of Honghe Town, through this round of mergers and reorganizations, the total energy consumption of the printing and dyeing industry is planned to drop by 15%.

After the on-site visit, Liu Dewei and his party came to the Honghe Town Government to listen to a report on the company’s restructuring work, and focused on discussing and coordinating related issues.

Liu Dewei emphasized that in the context of promoting carbon peaking and carbon neutrality, the printing and dyeing industry, as one of the eight high-energy-consuming industries, is imperative to carry out rectification and improvement. It must start first and achieve early results. It is necessary to seize the opportunity with one hand and resolutely eliminate printing and dyeing enterprises with outdated production capacity that do not meet the requirements of clean production and safe production, high energy consumption and low output in exchange for development space; Focus on improvement with one hand, highlight the “Heroes per mu”, encourage printing and dyeing enterprises to optimize industry layout through mergers and reorganizations, and achieve leapfrog benefits per mu through measures such as strengthening technological innovation, introducing advanced equipment, optimizing process flows, and increasing factory floor area ratios. Improve and take the road of reducing consumption and increasing efficiency. We must abide by the requirements of corporate law, improve the level of corporate legalization and standardization, plan for corporate listings, establish modern corporate systems, and strive to become industry benchmarks. All relevant departments must clarify existing problems, take the initiative to take action, identify pain points and difficulties, do a good job in docking and communication, assist in solving problems and difficulties, and help Honghe Town overcome difficulties. At the same time, they must stand at the overall level and strengthen department responsibilities.
