1. Industry work in 2021 will make positive contributions to the stable development of the economy and society
2021 is the first year of the “14th Five-Year Plan”. On a new journey and a new starting point, facing the complex situation of a century of changes and a century’s epidemic, the China Textile Federation adheres to the party’s overall leadership and integrates the study and education of party history throughout the industry’s service work. Under the guidance of party building, the organizational structure has been continuously improved, industrial collaboration and service capabilities have been significantly improved, and various tasks have been effective, effectively promoting high-quality development of the industry.

Carry out research and statistics to keep abreast of industry development. Go deep into key enterprises, clusters and professional markets, track and investigate industry operations, and provide timely feedback to relevant departments on industry demands. It has entered Xinjiang, Guangxi, Guizhou and other central and western regions, and put forward scientific and effective development suggestions for the development of local industries. Relying on research work, we constantly improve the monitoring and statistics of key industry data, reflect industry operating conditions, market public opinion and business information, and provide support for government decision-making, corporate operations, and industrial research.
Focus on industrial research and improve service quality. Strengthen systematic research and carry out research around key areas such as technological innovation, industrial culture, green development, cluster construction, etc., and have formed a number of research results. While supporting industrial development, we have also Promoted the formation and refinement of the industry’s “14th Five-Year Plan” development outline. The “Textile Industry’s “14th Five-Year Plan” Development Outline and Guidance Opinions on Technology, Fashion, and Green Development” and the “14th Five-Year Plan” development guidance opinions for various sub-sectors have been released one after another. All work will be carried out in an orderly manner under the guidance of the outline.
The China Textile Federation has conducted in-depth communications with relevant central government departments, 31 provinces, municipalities and autonomous regions across the country, and major financial institutions on the industry’s “14th Five-Year Plan” development outline, and received positive feedback. The main leaders of various provinces, municipalities and autonomous regions and the leaders of relevant central departments have issued instructions and responded to the China Textile Federation. Many regions have paid special attention to the development of the textile industry during the “14th Five-Year Plan” period. For example, Guangxi will implement the strategic cooperation memorandum between Guangxi and China Textile Federation, undertake the industrial transfer of the eastern textile industry, promote the textile industry to strengthen and extend the chain, and focus on promoting a number of characteristic textile industries. Park construction; Heilongjiang Province will fully rely on its comparative advantages such as raw material resources to promote industrial upgrading and�Good life. Strengthen raw material supply and production support capabilities, achieve adequate supply and cost-effective supply of textile and clothing products for people’s livelihood, and meet people’s basic living needs. In line with the general trend of consumption upgrading, we will promote product innovation with quality improvement as the core to better meet multi-level personalized consumption needs. Guide the industry to form green consumption, experience consumption and service consumption trends. Focusing on industrial textiles, we will promote product structure upgrades and expand application space. Increase the application of textile products in key fields such as medical and health, environmental protection, transportation, geotechnical construction, aerospace, safety protection and agriculture. Deepen military-civilian integration and develop dual-use technologies and products.
Employment is the greatest livelihood of the people. China Textile Federation will continue to communicate with relevant departments, create positive public opinion, protect the bottom line of people’s livelihood, strengthen employment priority orientation in promoting high-quality development of the industry, and improve the employment driving force of industrial development. It is necessary to provide good corporate services, enhance market vitality, and promote the stable and healthy development of various market entities, especially small and medium-sized enterprises in the industry. Give full play to the long and multi-layered characteristics of the textile and apparel industry chain, and transform the ecological diversity of the industry into greater employment capacity. Actively promote industrial upgrading, improve the working environment, and make industry work content more suitable for young people’s employment preferences. Guide enterprises to fulfill their social responsibilities, protect labor rights and interests, and improve employee benefits. Improve information release and docking services for labor supply and demand sides, and promote employment of key groups such as college students and migrant workers. Change the perception of the industry, enhance the attractiveness of the industry to talents, and promote the formation of positive feedback between human resources and industrial upgrading.
Improve balance and coordination and create a virtuous cycle of coordinated development of industries and regions. Adhere to the “national game of chess”, integrate industrial development into major regional development strategies, and promote the formation of an industrial layout with distinctive characteristics, complementary advantages, regional linkage, and coordinated development. Promote new urbanization construction and rural revitalization with the construction of modern, digital, and low-carbon industrial clusters. Accelerate the cultivation of world-class textile industry clusters. Give full play to the leading advantages of the eastern coastal industries and the huge space for industrial development in the central and western regions, strengthen the role of industrial collaboration in counterpart support, and promote common prosperity through industrial development. Use major industrial cooperation projects as a traction to drive the orderly transfer of supporting links in the industrial chain.
