The expert review meeting of “Hechi City Cocoon and Silk Whole Industry Chain Development Plan (2021-2025)” was held
On July 20, the Hechi City Industry and Information Technology Bureau organized the “Hechi City CocoonSilk Whole Industry Chain Development Plan (2021-2025 Year)” (hereinafter referred to as the “Plan”) expert review meeting. The meeting invited Qin Gang, secretary-general of the Guangxi Cocoon and Silk Industry Association, Pan Zhixin, deputy director of the Guangxi Sericulture Technology Promotion Station, and deputy director of the Nationalraw silk and silk products testing key laboratory of the Nanning Customs Technology Center. Five experts including Director Gai Guoping, Director of Hechi Sericulture Technology Promotion Station Huang Kangdong, and Secretary General of Hechi Yizhou District Cocoon and Silk Industry Association Wang Zhibin reviewed the Plan. The meeting was chaired by Wei Kun, deputy director of the Hechi City Industry and Information Technology Bureau.
At the review meeting, the expert group listened to the introduction of the “Plan” preparation project by Deputy Director Wei Kun and the “Plan” preparation explanation given by the Secretary-General of the China Silk Association, Liu Wenquan, who compiled the “Plan”. Subsequently, the experts carefully discussed and reviewed the “Plan” based on their respective fields and the actual situation of the river and pond, and put forward specific opinions and suggestions. The expert group believes that the “Plan” reflects the persistence of new development concepts, the implementation of highquality development requirements, is in line with the national industrial policy and the industrial development plan of the autonomous region, and is in line with Hechi City’s “Ten The Fourth Five-Year Plan for National Economic and Social Development and the actual situation of the cocoon and silk industry. Through the analysis of a large number of data materials, the “Plan” comprehensively evaluates the current development situation of the cocoon and silk industry at home and abroad, deepens the research on major overall and strategic issues, and clearly points out the characteristics of the development of the entire cocoon and silk industry chain in Hechi during the “14th Five-Year Plan” Strengths, Weaknesses and Key Opportunities. At the same time, the “Plan” adheres to the unity of goal orientation and problem orientation, and specifically proposes the guiding ideology, basic principles, main goals, development direction, key tasks and safeguard measures for the development of the industry in Hechi during the “14th Five-Year Plan”. It has Strong forward-looking, guiding, targeted and operable. Finally, the expert group unanimously agreed that the Plan passed the review.
After the expert group issued its review opinions, Deputy Director Wei Kun summarized the meeting on behalf of the Hechi City Industry and Information Technology Bureau. He said that in December 2020, the Municipal Industry and Information Technology Bureau invited the China Silk Association to prepare the “Plan”, hoping to accurately assess the development status of the mulberry cocoon silk industry in Hechi City, summarize advanced experience, and identify problems and bottlenecks. , research and formulate industrial policies and provide safeguard measures for the development of the entire Hechi cocoon and silk industry chain during the “14th Five-Year Plan” period. After the hard work of the preparation unit, this draft for review has been formed. The experts of the review team fully affirmed the “Plan” and unanimously agreed to pass the review. Next, the Bureau of Industry and Information Technology will fully sort out the review opinions of the expert group, further improve the content of the plan, refine the planning tasks, and allow the plan to better guide the continuous development of the cocoon and silk industry in Hechi City.
At the end of the meeting, Qian Youqing, executive vice president of the China Silk Association, made a statement on behalf of the unit that compiled the “Plan”. He first thanked the Hechi Municipal Party Committee, Municipal Government and Municipal Industry and Information Technology Bureau for their trust in the association, and also expressed his gratitude to the experts who supported the preparation of the “Plan” and participated in the review. He said that since the “10th Five-Year Plan”, the China Silk Association has participated in and undertaken the preparation of industrial plans and outlines for relevant national ministries and commissions on many occasions. The “Plan” is the first prefecture-level industrial development plan in China for the cocoon and silk industry. It reflects the great importance attached by the Hechi Municipal Committee and Municipal Government to the cocoon and silk industry. It will also play an important role in prospering the local economy of Hechi and is worthy of domestic Other cocoon and silk producing areas can learn from it. At the same time, he said that the association will further modify and improve the “Plan” based on the opinions and suggestions put forward by the expert group, so that the plan can truly play a programmatic guiding role in the high-quality development of the cocoon and silk industry in Hechi City. In addition, he also made it clear that in the future, the association will further strengthen cooperation with the Hechi Municipal Government and relevant departments, provide necessary help and support for Hechi’s cocoon silk enterprises to become bigger and stronger, and work together to build the “New Silk City of China” .
Relevant representatives from 12 departments including Yizhou District, Huanjiang Maonan Autonomous County People’s Government and Hechi Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Agriculture and Rural Affairs Bureau attended this meeting.
