On July 26, Jinghe County held a 2021 county-wide cotton target price subsidy and qualityPromotion meeting of the linkage pilot work. The responsible leaders of the County Market Supervision and Administration Bureau, the County Development and Reform Commission, the County Agriculture and Rural Affairs Bureau and the sub-sector townships, as well as the heads of 23 ginning companies and seed companies in the county attended the meeting.
The meeting conveyed the “Notice on Issuing the “2021 Autonomous Region Cotton Target Price Subsidy and Quality Pilot Implementation Plan”. The County Market Supervision and Administration Bureau and the County Agriculture and Rural Affairs Bureau have successively made commitments to the pilot work of linking cotton target price subsidies with quality in 2021, and conducted a detailed interpretation of the spirit of documents related to this year’s cotton subsidy payment work.
It is understood that the autonomous region recently decided to launch a pilot project linking cotton target price subsidies with quality in 2021. Jinghe County is one of 15 pilot counties in 6 prefectures in Xinjiang. The implementation of this pilot work will not only promote the transformation of the majority of growers in Jinghe County towards high-quality cotton, but also increase the added value of income, thereby improving the visibility of Xinjiang cotton and its strategic position in the international market.

According to the requirements of the implementation plan, the subsidy objects for this pilot work are the actual cotton planting within the pilot area, which have been reviewed and entered into the autonomous region’s cotton target price information platform by the agricultural and rural departments, and who voluntarily participate in the pilot and sell seed cotton that meets the conditions. If the planting land scale is 1,000 acres or more, the actual growers fully implement the “one primary and two auxiliary” planting model in the same ecological area, and the planting variety is fine velvet cotton. For actual growers participating in the pilot, the seed cotton harvest must be machine-picked and must be seed cotton rolls or cotton molds with a unique identification code. The quality standard is the processed lint that has been notarized After inspection, the quality reaches “Double 29” grade A and “Double 29” grade B2 (that is, the length reaches 29mm and above, the breaking strength is 29cN/tex and above, and the micronaire value is grade A and B2). Actual cotton growers must sell their seed cotton to publicly announced pilot enterprises in the pilot area of the county.
Wang Dong, Deputy Secretary of the Party Leadership Group and Director of the Agricultural and Rural Affairs Bureau of Jinghe County, said: “This year, the cotton planting area in Jinghe County has reached 900,000 acres, accounting for 67% of the cotton area in Bozhou.
