Egypt implements new standards for clothing and textile imports
Egypt recently promulgated a new decree on testing and inspection procedures for imported textiles and clothing.
This decree came into effect on June 15, 2012 and applies to imported clothing, linen textiles, yarn, carpets, floor coverings and home textiles.
After the implementation of the new regulations, textiles and clothing imported into Egypt must submit an inspection certificate issued by an accredited inspection company.
In addition, the following content should be included in the document: quantity, value, country of manufacture, factory name and address, and exporter’s licensed trademark. The documentation also needs to include a laboratory test report as evidence that the goods comply with Egyptian quality standards and regulations (Decree 626/2011 and 660/2011).
The new decree bans Egypt from importing clothing containing harmful carcinogenic dyes, harmful dyes, flame retardants and cadmium. On the other hand, the decree limits the formaldehyde content in baby clothing to 20PPM, the formaldehyde content in clothing with direct skin contact to 75PPM, the formaldehyde content in clothing with zero skin contact to 300PPM, the maximum lead content in baby clothing to 300PPM, and the maximum nickel release. 0.5micrograms/cm2/week, 0.1% by weight of phthalates sample.
In terms of labeling requirements, the label should include the country of origin, manufacturer’s name, importer, registered trademark, fiber content and maintenance and care labels made in accordance with 16CFR423.
