New measures for cotton production management by the Benin government
On April 25, 28 and 29, 2012, Benin held a special meeting on cotton production under the personal chairmanship of Benin President Yayi. Summarize the mistakes made in cotton production in 2011-2012, strengthen all details of cotton production and management, and ensure good results in cotton production in 2012-2013.
It is reported that Benin’s cotton production did not reach the level it should have in 2011-2012. After government investigations, some real data have been continuously exposed. In order to solve the problem of cotton production in Benin, Benin’s Council of Ministers decided on April 10, 2012 to establish an independent regulatory committee composed of experts from West African regional organizations. They were from the Bank of West African States, the West African Development Bank, the Sahara Drought Relief Commission, and the West African Economy With the Monetary Community, Cotton Stewardship Association, etc. According to data provided by the committee, Benin’s cotton production from 2011 to 2012 ranged from 265,000 tons to 300,000 tons. The production area is 200,000 hectares, with a yield of 1,275 kilograms per hectare. The existing problems are that the quality of cotton seeds is poor, the emergence rate is only 40%, the supply of chemical fertilizers lags behind, and the government’s financial subsidies and management lack transparency. In order to solve the difficult situation of Benin’s cotton production as soon as possible, the Benin government decided to take emergency measures to provide various resources, determine the number and amount of government subsidies, determine the purchase price and commissioned production price of cotton, and calm the worries of the cotton production market. The measures taken by the Benin government in the short term are:
1. Introduce detailed rules for cotton production subsidies in Benin within 5 years as soon as possible
2. Sign an agreement with the Benin Cotton Industry Association with clear responsibilities as soon as possible, supervise its implementation, and ensure the healthy development of the Benin cotton industry
3. Take measures to ensure transparency in cotton trading
4. Establish a representative organization of cotton farmers
5. Strengthen cotton farmers’ production capabilities and cooperative management capabilities
6. Develop a timetable for providing various resources for the next year in advance
7. Check the market circulation order and establish a more orderly market
8. Establish on-site problem-solving coordination to ensure timely resolution of problems
9. Establish a market-oriented cotton production system
10. Establish a fertilizer loan fund
The meeting requested the Minister of Agriculture, Animal Husbandry and Fisheries to convene as soon as possible with the participation of personnel from various ministries
’s joint meeting took emergency measures to ensure a good cotton harvest in 2012-2013. The meeting also adjusted the relevant national laws on cotton production in 1999 and 2006, and also made corresponding adjustments to the 2010 law on the responsibilities and obligations of the Benin Cotton Industry Association. The meeting terminated the agreement between the Benin government and the Benin Cotton Industry Association and established a national cotton production supervision agency composed of various local government officials. At the same time, a joint committee with the participation of a number of ministers has been established to ensure that various difficulties are solved in a timely manner during the current difficult period and to promote the long-term sustainable development of Benin’s cotton industry. The ministers participating in the committee are: Minister of Economic Analysis, Development and Prospects , Minister of Economy and Finance, Minister of Agriculture, Livestock and Fisheries, Minister of Industry and Small and Medium Enterprises Trade. Another committee for coordination and dialogue with private producers is led by Prime Minister Benin and is responsible for coordinating conflicts with producers, resolving difficulties, and truly realizing the transparent, sustainable and healthy development of Benin’s cotton industry.
This special ministerial meeting aims to restore the confidence of Benin’s cotton producers and establish due trust.
