Textile, shoe and hat exports suffer over US$100 million loss due to technical barriers
On May 14, the General Administration of Quality Supervision, Inspection and Quarantine released sample survey data on the impact of foreign technical trade measures on export companies among 2,600 export companies in my country. Data show that exports of textile shoes and hats rank among the top five industries affected by foreign technical trade measures. The annual direct loss of export trade of textile shoes and hats was US$5.541 billion, accounting for 8.9% of the total direct losses. Industry insiders believe that relevant departments and enterprises related to the export of my country’s textile shoes and hats should take timely and proactive measures to actively respond to foreign technical trade measures to ensure the stable export of my country’s textile shoes and hats.
It is understood that 35.16% of export enterprises were affected to varying degrees by foreign technical trade measures in 2011; the direct loss of export trade throughout the year was US$62.259 billion, an increase of US$4.018 billion over 2010, accounting for 3.27% of the export volume during the same period. A decrease of 0.42 percentage points from 2010; the new cost for enterprises to respond to foreign technical trade measures was US$25.962 billion, an increase of US$1.571 billion from 2010.
In February 2012, the International Department of the General Administration of Quality Supervision, Inspection and Quarantine, together with the Standards and Regulations Center, randomly selected 2,600 export companies across the country, based on their industry, region, nature, scale, export country, trade losses, and technical trade measures. In terms of manifestations and other aspects, a questionnaire survey on the impact of foreign technical trade measures on my country’s export enterprises in 2011 was carried out. A sample survey shows that the top five countries and regions that have a greater impact on Chinese enterprises’ exports account for 34.0% (United States), 31.1% (European Union), 9.9% (Japan), and 6.0% (Middle East countries) of total direct losses. ) and 4.0% (Canada). The top five industries most affected by foreign technical trade measures accounted for 34.2% (mechanical and electrical instruments), 20.4% (chemical minerals and metals), 14.7% (agricultural and food products), and 13.8% (toys and furniture) of the total direct losses. ), 8.9% (textile shoes and hats). The top five provinces (municipalities) that were greatly affected by foreign technical trade measures accounted for 30.4% (Guangdong Province), 26.3% (Shandong Province), 19.6% (Zhejiang Province), and 9.9% (Jiangsu Province) of the total direct losses respectively. Sampling shows that the types of technical trade measures affecting my country’s industrial product exports by major trading partners are concentrated in five aspects: certification requirements, technical standard requirements, toxic and hazardous substance limit requirements, labeling requirements, and packaging and material requirements.
