At the meeting, relevant leaders in charge reported on “technology, fashion, green” industry work, textile industry economic operation analysis and party building work in the first half of the year. China Textile Federation President Sun Ruizhe made a work report of the China National Textile and Apparel Industry Federation, and Party Secretary and Secretary-General Gao Yong made a concluding speech. A donation ceremony for the Textile Light Science and Technology Education Foundation was also held at the meeting.
Economic operation remains stable and strengthened
Sun Huaibin, Vice President of China Textile Federation, first made the “Report on the Current Economic Operation and Green Development of the Textile Industry”. Regarding the current economic operation of the textile industry, Sun Huaibin said that the textile industry in the first half of this year:
Production continues to improve, and capacity utilization levels increase. The added value of the textile industry above designated size increased by 9.6% year-on-year, with an average growth of 1.1% over the two years; the capacity utilization rates of the textile and chemical fiber industries were 79.7% and 86.1% respectively, which were 9.4 and 9 percentage points higher than the same period last year.
Domestic sales are steadily recovering, and online retail is bursting with vitality. In the first half of the year, national sales of clothing, shoes, hats, and knitted textiles above designated size totaled 673.8 billion yuan, a year-on-year increase of 33.7%, and a two-year average growth of 3.7%. During the same period, the national online retail sales of clothing products increased by 24.1% year-on-year, and the growth rate was higher than that of the previous year. An increase of 27 percentage points over the same period, with an average growth of 9.8% in two years.
Exports have picked up significantly, and international competitiveness has been released. In the first half of the year, my country’s textile and apparel exports reached US$140.09 billion, a year-on-year increase of 12.1%, and an average growth of 6.2% in the two years. Among them, clothing exports amounted to US$71.53 billion, a significant year-on-year increase of 40.3%, with an average growth of 4.4% over the two years. Affected by the drop in demand for epidemic prevention materials, textile exports amounted to US$68.56 billion, a year-on-year decrease of 7.4%, with an average growth of 8.1% over the two years.
Efficiency continues to improve and development confidence increases. In the first half of the year, textile enterprises above designated size achieved a cumulative operating income of 2,343.49 billion yuan, a year-on-year increase of 20.3%, and an average growth of 0.3% over the two years; total profits were 107.89 billion yuan, a year-on-year increase of 41.1%, and an average growth of 6.9% over the two years; in the first half of the year, textile, The completed amount of fixed asset investment in chemical fiber and clothing increased by 15.2%, 16.6% and 5.8% respectively year-on-year, but has not yet fully recovered to pre-epidemic levels.
Generally speaking, the textile industry has basically recovered or even exceeded the development situation before the epidemic in the first half of the year. It is expected that the industry development situation throughout the year will be as follows: the economic operation is stable and strengthened, and the main indicators have returned to pre-epidemic levels; the domestic sales market has a basis for continued recovery, and the export growth prospects are cautiously optimistic; the industry is expected to maintain a good trend throughout the year, but the growth rate may will slow down. At the same time, we need to be alert to the risks of staged and local rebounds in the epidemic, the risks of rising international commodity prices, and the risks of factor inputs.
Regarding green development work, Sun Huaibin sorted it out from six aspects. The first is to organize the preparation of the “Guiding Opinions on Green Development of the Textile Industry during the 14th Five-Year Plan” and strive to complete the “4+4” target and task system. The second is to carry out research on “carbon peaking and carbon neutrality” in the textile industry, starting from the global macro background and my country’s commitments, through technological energy conservation, management energy conservation, energy structure optimization, and elimination of backward production capacity font>, industrial agglomeration and industrial chain coordination, policy and market and other main paths, study and formulate the goals, tasks and action plans of “carbon peaking and carbon neutrality” in the textile industry. The fourth is to continue to promote the recycling and reuse of waste textiles and create demonstration projects, exchange activities and platform construction. Industry work must be based on the new pattern

Entering a new stage of development, how to promote higher-quality development of the industry from a high starting point is an urgent issue facing industry services. Sun Ruizhe pointed out that industry-related work in the first half of this year was fruitful. China Textile Federation adheres to the party’s overall leadership, integrates party history study and education throughout industry service work, improves the scientific and systematic nature of industry services, optimizes services, and actively practices new development concepts such as innovation, coordination, green, openness, and sharing.
Currently, China is building a new development pattern of “dual circulation”.
