Recently, the American Textile Apparel and Footwear Association released the 17th edition of the Restricted Substances List (RSL), which lists more than 250 substances in 12 categories that are banned or restricted in clothing, footwear and finished home textile products. It reflects the new or revised regulations or laws in various countries on the control of banned or restricted substances in clothing, footwear and finished home textile products. Compared with the 16th edition, this version has the following main changes:
1. The testing methods for aromatic amines have been updated;
2. According to the amendments to the European Union POP Regulation (EU) 2015/2030, flame retardant substances have new limit requirements for short-chain chlorinated paraffins (SCCPs): the limit is 0.15% in articles, and the limit is 0.1% in substances and preparations;
3. Metallic substances have new restrictions on lead in Annex XVII of the EU REACH regulations: total lead 500ppm, release amount ≤0.05g/cm2/h or 0.05μg/g/h;
4. New testing method for formaldehyde in leather GB/T 19941-2005;
5. A new SVHC requirement is added for phthalate substances: CAS; 68515-51-5, 68648-93-1 (di(C6-C10) alkyl phthalate; (decyl, hexyl, octyl) A complex of ester and 1,2-phthalic acid; the above two substances are only judged as SVHC substances when the content of dihexyl phthalate (EC201-559-5) is ≥0.3%).
In addition, this version of RSL has also made a number of deletions in miscellaneous items. At the same time, Appendix I, Appendix II and Appendix III of the old version have been revised and reorganized. There is now only Appendix I (regulations with reporting requirements) in the new version. and Appendix II (regulations with labeling requirements).
The U.S. market is the main market for textile exports in Keqiao District. According to statistics, last year our region exported US$650 million in textile, clothing and chemical fiber products to the United States, ranking the region’s second largest exporter of products.
“Under the current severe export situation, in the face of changes in international market policies, export companies should actively respond, maintain market competitiveness, and seize opportunities to expand markets.” Relevant personnel from the Keqiao Office of Shaoxing Inspection and Quarantine Bureau reminded that related textile and clothing exports Enterprises must pay close attention to the annexes and new requirements of U.S. laws and regulations on textiles and clothing, strictly control the quality of raw and auxiliary materials, continuously improve production processes and testing methods, and ensure that textile and clothing products exported to the United States are not notified or recalled due to quality and safety issues, thereby reducing their own economic losses.
