By adjusting the allocation ratio of cotton subsidy funds, we will formulate task measures from five aspects including strengthening production link management and strengthening quality supervision, formulate and organize the implementation of cotton target price reform work points, and take multiple measures to strengthen cotton planting, harvesting, processing, etc. Quality management throughout the entire industry chain, focusing on improving cotton quality and international competitiveness. The second is to strengthen quality control and guide companies to operate with integrity. By regulating the seed cotton trading behavior of cotton farmers and processing enterprises, we will increase the punishment for quality violations in the procurement and processing links; strengthen the quality management of cotton acquisition and processing links, strictly control the total cotton processing capacity, and no longer add new cotton processing production lines and eliminate them Backward production capacity, improve the quality and efficiency of cotton processing; increase the supervision of cotton processing enterprises; improve the market exit mechanism of cotton processing enterprises and warehousing enterprises, and gradually alleviate the overcapacity of cotton processing The problem. The third is to conduct multiple pilot projects in parallel and actively explore new subsidy methods. These mainly include expanding the pilot program linking subsidies with quality, launching the pilot program for subsidies for cotton production efficiency, optimizing the pilot program for cotton “price insurance + futures”, and exploring the pilot program for the integration of the military and local cotton markets. The fourth is to optimize the variety structure and guide cotton production to concentrate in advantageous production areas. Comprehensively implement one main and two auxiliary varieties in the same ecological area of the main cotton production areas, and at the same time speed up the adjustment of the industrial structure by adjusting cotton planting areas. The fifth is to carry out preparatory work before cotton purchase in an orderly manner. This includes strengthening policy publicity, conducting policy training, guiding field management, and deploying various localities to carry out quality supervision work.
For the new cotton year, maintaining the order of the cotton market and keeping the market and prices running smoothly will be the top priority of cotton work. In the next stage, the relevant departments of the autonomous region will aim to improve cotton quality and promote high-quality development of the cotton industry, and effectively implement relevant policies and measures. First, actively promote the pilot projects such as linking cotton target price subsidies with quality and integrating the cotton market in Bingdi, promptly discover and solve problems in the pilots, summarize experience and good practices, continue to explore new subsidy mechanisms, and comprehensively carry out relevant reforms for the next year Work lays the foundation.
