In terms of deploying the “Supervision and Protection of Cotton” action and consolidating the main responsibilities of cotton quality supervision, the National Development and Reform Commission and the Department of Agriculture jointly issued the “Notice on Regulating Cotton Harvesting and Processing Behavior in Our Region” to regulate cotton growers and cotton farmers. The transaction behavior of processing enterprises; jointly issued the “Notice on Carrying out Joint Publicity Work of Bingdi Cotton Processing Enterprises” with the Autonomous Region Development and Reform Commission, the XPCC Development and Reform Commission, and the XPCC Market Supervision Bureau to regulate the mixed harvest of Bingdi cotton.
In terms of strengthening enterprise standardization management and establishing and improving the corporate credit system, the issuance of two local standards, “Credit Evaluation Standards for Cotton Processing Enterprises” and “Credit Evaluation Standards for Cotton Warehousing Enterprises”, will be promoted to promote the transformation of management methods in the direction of standardization.
In terms of exploring new subsidy mechanisms and actively promoting the cotton quality subsidy pilot work, we took the lead in formulating and issuing the “2021 Autonomous Region Cotton Target Price Subsidy and Quality Linking Pilot Plan” and the “2021 Autonomous Region Cotton Target Price Subsidy and Quality Linking Pilot Implementation Detailed Rules” to guide cotton farmers and processing companies to pay attention to cotton quality and promote cotton quality improvement.
