Zhang Jie: Xinjiang cotton quality is not optimistic and countermeasures and suggestions are proposed in five aspects
The 2021’Xinjiang Cotton Industry Development Forum is in progress. Professor Zhang Jie, director of the Cotton Economic Research Center of Shihezi University, discussed “Xinjiang CottonQuality: Current Situation, Problems and He gave a speech on the theme “Countermeasures”. He mainly focused on three parts: the quality of Xinjiang cotton is not optimistic, the main factors that restrict the improvement of Xinjiang cotton quality, and the countermeasures and suggestions for improving the quality of Xinjiang cotton.
Zhang Jie introduced the quality of cotton in Xinjiang in recent years. Before 2010, the quality of cotton was very good, comparable to American cotton and Australian cotton. However, during the temporary purchase and storage period from 2011 to 2013, the quality of cotton declined sharply. Since the implementation of cottontarget price in 2014, the market’s role in resource allocation has gradually strengthened, and the quality of cotton in autonomous regions and corps has steadily improved. In 2019, many indicators, especially length, strength and horse value, dropped slightly, but the decline was not significant. In 2020, affected by climatic conditions, price fluctuations, supervision, etc., the quality of local cotton in Xinjiang has declined significantly, and the quality of Xinjiang Xinjiang Xinjiang Xinjiang Xinjiang Xinjiang Xinjiang Xinjiang cotton has declined even more seriously. Results from recent public inspections in 2021 show that cotton quality has improved.
Zhang Jie analyzed that the factors restricting the improvement of cotton quality in Xinjiang are: first, decentralized management, and small farmers are not suitable for the large market. This has given rise to problems such as too many varieties, disordered harvesting, mixed grades for sale, the mixing of foreign fibers, and adulteration, etc. It has also seriously restricted the promotion and application of advanced cotton planting technology. Second, the large number of varieties is a chronic problem that has not been effectively solved for a long time. There are so many varieties, the market is chaotic, and supervision is very difficult. Third, the breeds are mixed and the genetic quality is low. In the acquisition process, pricing is mainly based on “per cent of clothing”, and high quality and low price cannot play a guiding role.
Zhang Jie put forward countermeasures and suggestions to improve the quality of Xinjiang cotton from several aspects, including source control, midstream supervision, and downstream guidance to curb the variety of varieties; standardize the “seed cotton purchase” standards, guide production by “pricing according to quality”; vigorously cultivate New business entities promote the integrated development of primary, secondary and tertiary industries; improve the target price policy and enhance the quality-oriented role; moderately reduce the number of publicized processing enterprises and gradually phase out backward production capacity.
