Xinjiang issued the “Notice on Doing a Good Job in Purchasing New Cotton in 2021”
It is currently the peak season for cotton sales in our region. Cotton purchase prices are running at high levels, market risks have accumulated, and the progress of purchase and processing has slowed down. As of October 18, Xinjiang has purchased a total of 4.4431 million tons of seed cotton (fine velvet cotton), and the total processing volume of lint is 693,300 tons, a year-on-year decrease of 31%. At present, the purchase price of seed cotton is around 10.8 yuan/kg. According to the requirements of the first plenary meeting of the Autonomous Region’s Cotton Industry Development Leading Group, the Autonomous Region Development and Reform Commission, Department of Agriculture and Rural Affairs, Market Supervision and Administration and other departments reported to the General Office of the Autonomous Region People’s Government to issue the “Notice on Doing a Good Job in Purchasing New Cotton in 2021” ” (hereinafter referred to as the “Notice”), deploys the acquisition of new cotton.
The “Notice” points out the current problems existing in the acquisition of new cotton, including: neglect of quality management, super-water and super-miscellaneous cotton still exists; overcapacity in processing, ginning plants There is a phenomenon of rushing to harvest cotton and driving up prices; cotton farmers are reluctant to sell and hoard cotton, which poses quality and safety risks; the inversion of purchase and sale prices has increased market risks; some ginners have not carried out the “one trial and five determinations” and issued invoices as required.
The “Notice” requires that all localities and departments must pay attention to and solve outstanding problems in the purchase of new cotton, do a good job in purchasing new cotton, maintain the order of the cotton market, and comprehensively improve the quality of cotton. The first is to strengthen cotton harvest quality supervision, standardize machine harvesting technical procedures, and strengthen the supervision of new and old “three silks”; the second is to effectively strengthen cotton market management, stop and crack down on illegal activities that disrupt market order, and effectively maintain the cotton market order; the third is to strengthen cotton market management. Supervise cotton quality, fully carry out “supervision and protection of cotton” work, strengthen daily supervision of key areas and key enterprises, and promote the construction of high-quality cotton brands; fourth, do a good job in the supply of funds for cotton acquisitions, ensure that the acquisition funds are in full amount, and effectively prevent funds risks; the fifth is to ensure the safety of cotton production, and strengthen the safety management of cotton enterprises’ harvesting, purchasing, processing, and storage links; the sixth is to strengthen policy publicity and guidance, widely publicize national regulatory policies through multiple channels, and give full play to the demonstration and leadership of leading enterprises and cotton associations. The seventh is to strengthen the organizational leadership of cotton work, requiring all localities and departments to strengthen coordination, establish a work consultation mechanism, carry out patrol inspections, and strengthen supervision and guidance.
