1. Overall requirements
(1) Guiding ideology

Take industrial planning as the guide, strengthen overall coordination, strengthen policy support, optimize resource allocation, and steadily promote industrial development.

Undertake the easternindustrial transfer, actively cultivate or introduce leading enterprises with core competitiveness, promote the development of industrial scale, intensification, specialization and standardization, and drive farmers to get rich and increase their income.

Actively improve the industrial chain, enhance the value chain, and accelerate the integrated development of the sericulture and silk industry and the economy and society.

2. Development Goals
By 2025, the scale of standardized high-quality and high-yielding mulberry orchards will reach more than 400,000 acres, the output of high-quality cocoons will exceed 20,000 tons, and the sericulture and silk industry will achieve a comprehensive output value of more than 5 billion yuan. Promote the formation of a number of intelligent, digital, green and intensive processing enterprises, reduce the comprehensive energy consumption of silk reeling by more than 50%, and increase labor productivity by more than 30%; the upstream and downstream of the sericulture and silk industry develop collaboratively, the level of comprehensive utilization of resources is significantly improved, and the industry’s technological level and innovation The capabilities have been greatly improved, and the brand and cultural influence have continued to increase; new technologies such as intelligent sericulture equipment and artificial feed breeding have reached the domestic leading level, promoting our city to become the main producing area of high-quality cocoon silk in the country, the main research and development center of intelligent sericulture equipment, and a demonstration of comprehensive utilization of sericulture resources. Land, forming a modern sericulture and silk industry system with high quality development.
3. Key tasks
(1) Focus on rural revitalization and guide the large-scale, intensive and standardized development of the sericulture industry.

In accordance with the modern seed industry development model that combines industry, academia, and research and integrates breeding, propagation, and promotion, establish a collaborative research system between scientific research institutions and leading enterprises in the silkworm seed industry to carry out the protection, evaluation, screening, and creation of genetic resources of silkworms and mulberry trees. , improvement and variety breeding system research, promote the construction of silkworm seed creation and breeding base, silkworm germplasm resource bank, silkworm original seed farm, silkworm seed refrigerated incubation center, silkworm seed quality inspection and quarantine center, and strive to cultivate silkworm seeds suitable for Chongqing High-quality silkworm varieties and high-yield cutting-resistant mulberry varieties for the characteristic mountainous climate. In accordance with the requirements of standardization and scale, two modern silkworm breeding farms with an annual output of more than 100,000 pieces and one modern mulberry variety breeding base have been initially built to steadily improve the scale and quality of the silkworm seed industry.
2. Build a large-scale and intensive sericulture base. In accordance with the principles of unified planning, rational layout, relative concentration, and supporting development, focusing on the advantageous sericulture industrial belts in northeastern Chongqing and southeastern Chongqing and the sericulture base towns in western Chongqing, the agglomeration elements will be concentrated and connected to create a main sericulture production area of more than 100,000 acres. 16. Explore the establishment of a sericulture and silk science and technology innovation alliance. Effectively integrate the scientific and technological resources and innovation forces of the two places, explore the establishment of a sericulture and silk science and technology innovation alliance in the Chengdu-Chongqing economic circle, carry out in-depth scientific research cooperation, jointly carry out sericulture and mulberry tea industry technology research and development, and collaboratively promote sericulture and silk intelligent equipment and full-age artificial silkworms. Feed research and development, vigorously promote and improve the intelligent sericulture system, promote the industrial development of full-age artificial feed sericulture technology, jointly improve the shortcomings of silk refining, printing and dyeing and other processing links, and provide strong support for the coordinated development of Sichuan and Chongqing cocoon sericulture and silk industries.
4. Safeguard Measures

Optimize and improve the institutional settings and functions of the sericulture industry technology system, establish an industrial technology public service platform, and enhance the industrial development guidance ability and industry development leading role.
