Lin Hai: Improving cotton quality still requires “breaking, repairing, strengthening and controlling”
●Lin Hai, Party branch secretary, deputy director and researcher of the Cotton Research Institute of the Xinjiang Academy of Agricultural Sciences
The Corps is an important national high-quality cotton production base and the largest cotton water-saving irrigation demonstration area and machine-picked cotton demonstration area in my country. Since the implementation of the cottontarget price reform in 2014, the XPCC cottonquality has steadily improved, but there are still shortcomings in development. , it is necessary to concentrate on solving problems, making up for shortcomings, strengthening advantages, controlling risks, and improving the quality of the Corps’ cotton.
First, we must strengthen the protection, innovation and utilization of cotton germplasm resources. Improve the technical system and standard system for the protection and innovative utilization of germplasm resources, strengthen the collection, identification and protection of germplasm resources, promote the innovation and application of excellent germplasm resources, discover a number of excellent germplasm and genetic resources, and innovate a number of target traits New cotton germplasm with outstanding and comprehensive traits.
Second, we must increase efforts in breeding innovation. Seeds are the “chips” of agriculture, and the revitalization of the XPCC’s seed industry is the source of accelerating the modernization of XPCC’s agriculture. It is necessary to rely on scientific research institutions, universities and other scientific research institutions to strengthen basic theoretical research on biological breeding and the application of cutting-edge biotechnology, focusing on research on cotton fiber quality, disease resistance, salt-alkali resistance, drought resistance and other related content. Comprehensively use cutting-edge biotechnology and conventional breeding methods to establish a modern precision breeding technology system, and increase joint research on the selection and breeding of new varieties with high quality, stable yield, stress resistance, and suitable for machine harvesting and the promotion of excellent varieties.
Third, we must highlight the standardized management of cotton quality and strengthen the incentive effect of policies. Develop technical regulations for improving cotton quality and efficiency that are suitable for different regions and varieties, improve and implement technical regulations for the planting, harvesting, and processing of machine-picked cotton, promote the standardization of cotton production, and accelerate the scale, intensification, standardization, and improvement of machine-picked cotton. Informatization and full-process mechanization level. Increase the technological transformation of equipment in seed cotton processing enterprises, strengthen cotton quality subsidies, and establish a full traceability system for cotton quality information.
Fourth, we must give full play to traditional advantages and make full use of the Corps’ technical strength at all levels to strengthen scientific and technological services. A corps and division cotton expert guidance group was established to provide in-depth technical guidance services around the corps’ cotton quality improvement. Strengthen the management of quality measures in the cotton production process by agricultural technicians at division, regiment, and company levels. Guide scientific and technological personnel, science and technology commissioners and science and technology teams to go deep into cotton planting areas to carry out science and technology demonstration, achievement transformation, technical services and technical training.
Fifth, we must give play to the decisive role of the market and establish an interest linkage mechanism. Actively explore the establishment of interest linkage mechanisms and give full play to the decisive role of the market mechanism in interest linkage methods and income distribution. Support and standardize the development of agricultural and industrial cooperatives in the Corps and effectively improve the degree of agricultural and industrial organization. Strengthen the construction of the XPCC’s farm credit system and establish a system to restrict the behavior of enterprises and agricultural and industrial enterprises. Establish a new operating entity with XPCC characteristics, actively demonstrate and promote the cooperative model led by cotton processing plants, form a mechanism for linking interests in cotton planting and processing, and promote industrial cotton management.
