Xinjiang: Efforts are made to improve cotton quality and agricultural machinery purchase subsidies exceed 1 billion yuan
In 2021, Xinjiang’s cotton production advantages will continue to be consolidated, cotton planting will be further concentrated in advantageous production areas, and the variety structure will continue to be optimized. It is expected that the cotton mechanical harvest rate in the entire region (including the Xinjiang Production and Construction Corps) will reach 80%, which is higher than that in 2020 An annual increase of 5 percentage points.
In 2021, Xinjiang actively adjusted and optimized the scope of agricultural machinery purchase subsidies, including machinery and equipment urgently needed in modern agricultural fields such as grain and cotton production, seed production and breeding, into subsidies. The autonomous region’s fiscal funds of 14.5 million yuan have been used to provide cumulative subsidies for the three rows of baled cotton picking machines to promote the iterative upgrade of cotton harvesting equipment. In 2021, the district’s central agricultural machinery purchase subsidy fund is 1.071 billion yuan, and so far 1.017 billion yuan has been paid out, with a redemption rate of 95%. 85% of counties (cities, districts) in Xinjiang have implemented scrapping subsidies for agricultural machinery, with 8,872 scrapping machines and tools, and scrapping subsidy funds of 28.43 million yuan.
In order to allow more ordinary farmers to enjoy the convenience brought by agricultural mechanization, agricultural and rural departments at all levels have guided the establishment of agricultural machinery service associations, agricultural machinery service alliances, etc., expanded service areas, and promoted the continuous development and growth of various agricultural machinery socialized service organizations , to realize the extension of the service chain to pre-production and post-production, and expand the service areas to land transfer scale operation, technology promotion and training, agricultural machinery marketing, maintenance, information services, etc. Over the past year, various regions have applied for 43 autonomous region-level agricultural machinery cooperative demonstration cooperatives, continuously improving the management level of cooperatives in operations, finance, and machinery and equipment, and promoting the development of agricultural machinery professional cooperatives in the direction of standardized operations, industrialized operations, and socialized services.
2021 is the cotton quality improvement year determined by the autonomous region. Xinjiang’s agricultural and rural departments focus on improving the quality of cotton production links and continue to promote the double improvement of cotton quality and output. In this process, Xinjiang focuses on improving the level of mechanized cotton harvesting in southern Xinjiang, accelerating the promotion of cotton mechanical harvesting and planting models, creating a concentrated and contiguous cotton full-process mechanized production base of 10,000 acres in the southern Xinjiang cotton area, and further improving scientific management, Mechanized operations and large-scale production levels guide the development of moderate-scale cotton planting, and the demonstration drives the transformation of cotton production in southern Xinjiang from decentralized management by small farmers to intensive mechanized management.
At present, the total number of agricultural machinery cooperatives in Xinjiang (including the Xinjiang Corps) reaches 1,109, with 17,400 cooperative members, 31,000 sets of machinery, and an operating service area of 22.5 million acres. A number of new business service entities with strong capabilities and wide-reaching influence have emerged, including “full-process mechanization + comprehensive agricultural services”.
