Some textile companies in Suzhou have highlighted environmental problems and made half-hearted rectifications
In December 2021, the Provincial Second Ecological Environmental Protection Inspection Team stationed in Suzhou City for inspection found that some towns and villages in Suzhou City did not pay attention to and did not act on the outstanding environmental problems assigned to them, and the rectification work was perfunctory and delayed.
1. Basic situation
In 2017, the first round of provincial environmental protection inspections investigated outstanding environmental violations and serious insufficient infrastructure capacity in the water-jet loom industry in Shengze Town, Wujiang District, Suzhou City. question. In 2021, the Provincial Yangtze River Economic Belt Ecological Environment Warning Film disclosed problems such as the failure to collect all domestic sewage in Huangdai Town, Xiangcheng District, Suzhou City, the failure to build a rainwater and sewage diversion pipe network, and the direct discharge of domestic sewage from Tangchuanbang into the river through the rainwater inlet. . As of November 2021, both places had reported that they had completed rectifications, but inspectors found that the actual situation was far different.
2. Main issues
(1)Sewage treatment station drainage generally exceeds the standard
The wastewater treatment process of some water-jet loom sewage treatment stations in Shengze Town, Wujiang District is simple. It only undergoes air flotation treatment and is directly discharged to nearby rivers. The inspection team discovered at the Yatai Wood Industry Sewage Treatment Station that the wastewater discharged by the station contained a large amount of oil and was foamy, forming a “distinct” pollution zone on the river. In order to hide the blatant discharge of sewage, the sewage treatment station also disguised the sewage outlet and completely wrapped and covered it with a plastic net. The monitoring results showed that the COD concentration in the drainage was 103 mg/L, exceeding the emission standard by 1.7 times. There are 22 such sewage treatment stations in the town, all operated and managed by Shengze Town Government state-owned enterprises, 16 of which have long-term discharge standards. What’s more, the Yuanyuan Road Sewage Treatment Station actually set up a hidden pipe at the bottom of the raw water collection tank, suspected of illegal discharge. The COD concentration of the river water near the hidden pipe was as high as 361 mg/L, 6 times exceeding the discharge standard; Southeast Textile Park raised the sewage pump The station has a hidden outlet, and sewage was being continuously discharged into the river during on-site inspection. The inspection team randomly tested 38 rivers, and found that 13 had water quality worse than Class V, accounting for 34.2%, of which 2 reached black and smelly conditions. The ammonia nitrogen concentration in the river on the east side of Jiangjiabang Community was as high as 22.5 mg/L, exceeding the surface water Class III standard of 21.5 times.
(2) No progress in remediation of accumulated printing and dyeing sludge
The sludge landfill of Shengze Water Treatment Development Co., Ltd., Shengze Town, Wujiang District covers an area of approximately 225 acres. From 2006 to 2015, approximately 1.08 million cubic meters of printing and dyeing sludge was illegally landfilled. Although this problem has been assigned many times, it was not rectified until the inspection team arrived. On-site sampling showed that the COD, ammonia nitrogen and total phosphorus concentrations of the sludge leachate were as high as 643 mg/L, 250 mg/L and 3.92 mg/L respectively. Exceeding the Class III surface water standards by 31.2 times, 249 times and 18.6 times, seriously threatening the water environment and soil safety.

(3) The problem of direct discharge of domestic sewage is still prominent
The inspection team conducted an unannounced investigation into the rectification of the direct discharge of domestic sewage problem in Huangdai Town, Xiangcheng District exposed in the warning film. It was discovered at the scene that in the new community section of the Dazhai River, there were many large and small drainage outlets in the river less than 1 kilometer away on sunny days, and oily flowers appeared on the river surface, forming obvious pollution zones. On the east side of Xizhuang Community, Tai’an Bridge, Sunjiaqiao and other rivers, thick pipes were also found to be discharging black sewage into the rivers. Sampling tests showed that the COD and ammonia nitrogen concentrations at the south outlet of Sunjiaqiao were as high as 282 mg/L and 47.6 mg/L respectively, exceeding the surface water Class III standard by 13.1 times and 46.6 times respectively. The COD and ammonia nitrogen concentrations at the river outlet on the west side of Xizhuang Community were as high as 247 mg/L respectively. L, 43.1 mg/L, exceeding the Class III surface water standard by 11.4 times and 42.1 times respectively.
In Tangchuanbang, which is the focus of renovation, many aquatic plants have been planted in the river, and 2 water quality sampling and monitoring points have also been set up. At first glance, it looks very beautiful. But the inspection team went around to Tangchuanbang Village, which is separated by a wall. Villagers reported that “the rainwater well usually smells very bad, and feces will overflow when it rains heavily.” A rainwater manhole cover was randomly pried open and a large amount of domestic sewage was found to be discharged into the rainwater well. The monitoring results showed that the COD concentration in the rainwater well was as high as 523 mg/L, the ammonia nitrogen concentration was 99.3 mg/L, and the total phosphorus concentration was 9.33 mg/L, exceeding surface water respectively. Category III standards are 25.2 times, 98.3 times and 45.7 times, indicating that the exposed problem of “the rainwater and sewage diversion pipe network is not in place” has not yet been rectified.
Three. Cause analysis
There is a phenomenon of “hot at the top and cold at the top, decreasing at each level” in the implementation of ecological and environmental protection responsibilities in some towns in Suzhou. Shengze and Huangdai towns have insufficient understanding of the importance and urgency of ecological and environmental protection, and do not respond to the tasks assigned by superiors. Insufficient attention is paid to outstanding environmental problems, the problem investigation is not thorough during the rectification process, rectification measures are discounted, and the organization and implementation are not in place, resulting in outstanding environmental problems not being fundamentally solved.
The inspection team will further investigate and verify the relevant situation and carry out follow-up inspection work as required.
