Through many previous surveys, Liu Xuequan found that there are currently many problems in textile recycling in this city. First of all, waste textiles have not been recycled in all categories. According to the current waste textile utilization model in Beijing, sheets, curtains, pillowcases, tablecloths, mattresses and other wastes are not easily export Textiles are excluded from the recycling list, which breaks the recycling chain of waste textiles and affects residents’ willingness to sort and put away waste textiles. At the same time, most of the waste textiles are not classified after recycling. In addition, most of the waste textiles recycled in this city are transported to other places for resource utilization. Due to the lack of transit packaging and primary classification centers, logistics costs are high and cost inversion occurs, which reduces the enthusiasm of enterprises to recycle waste textiles. After recycling, waste textiles are unable to extend to the downstream industrial chain. Most recycling companies lack information on comprehensive utilization of waste textiles, do not know the specific raw material standards required by downstream companies, and cannot effectively connect with downstream companies.
In response to these problems, Liu Xuequan suggested that professional waste textile collection and storage transfer points, sorting and dismantling centers and high-value utilization enterprises should be laid out as soon as possible. On the one hand, based on the actual situation and practical needs of Beijing, rationally arrange waste textile collection and storage transfer points through standardized management, integration and transformation, or investment in new construction, encourage recycling companies to recycle all categories of waste textiles, and solve the problem of large recycling volumes. On the other hand, in conjunction with the Beijing-Tianjin-Hebei integrated development strategy, we plan to build a sorting and dismantling center around Beijing. At the same time, we gradually explore the establishment of formal recycling of waste textiles with relevant enterprises in provinces with developed textile recycling industries. industrial chain.
Liu Xuequan also suggested building a waste textile supply and demand service platform and an online data monitoring platform to promote high-efficiency and high-quality docking of supply and demand between upstream and downstream enterprises. Realize full data traceability from recycling outlets to collection and storage transfer points to sorting centers. Increase policy support and fiscal and tax incentives for formal recycling companies and comprehensive utilization companies. At the same time, we will increase publicity and advocate the recycling of waste textiles and the use of recycled products from waste textiles.
