Starting from the starting point, in accordance with the work idea of ”one line, one policy, one park, one volume, one enterprise, one file”, we actively innovate the hazardous waste management model and implement the “addition, subtraction, multiplication and division” method to improve the standardized management level of hazardous waste in the printing and dyeing industry.
Boldly do “addition”
Strengthen environmental supervision and severely crack down on environmental violations
Smooth the channels for complaints and reports, make full use of the 12345 hotline, online platforms and other channels to comprehensively collect clues on various types of illegal and criminal activities related to hazardous waste environments, severely crack down on illegal enterprises, identify typical offenders, and use cases to promote reform. In 2021, 2 environmental violations of hazardous waste in the printing and dyeing industry were investigated and dealt with, which shocked surrounding illegal enterprises and played a role in investigating and punishing one, alerting others, and educating others.
Scientific “subtraction”
Carry out centralized collection pilot work to reduce the management burden of printing and dyeing enterprises
Starting from September 2020, Shishi City has actively carried out a centralized collection pilot of hazardous waste in the bleaching and dyeing industry. The collection pilot is targeted at “one park” and “one industry”. The collection scope is clear, the covered enterprises are clear, the collection categories are clear, and the pilot enterprises collect regularly Clear and transport hazardous wastes for production and waste enterprises, reducing the inventory pressure of production and waste enterprises. After more than a year of pilot work, nearly 40 small and micro enterprises in bleaching and dyeing have been transferred through the pilot unit for centralized hazardous waste collection, and 310 batches of more than 440 tons of hazardous waste have been stored in the warehouse. The collection system is standardized and orderly, and the phased results are remarkable.

In order to solve the problems of printing and dyeing enterprises’ incomplete understanding of laws and regulations and non-standard solid waste management, the Municipal Ecological Environment Bureau organized the Shishi Ecological Environment Bureau, the Printing and Dyeing Industry Association and other units to compile the “Industrial Solid Waste Management Manual for the Printing and Dyeing Industry”, in accordance with the Waste production units, collection pilot units, park management agencies, industry associations, and ecological environment management departments respectively introduce the responsibilities and management priorities of five different entities, propose full-process management requirements for hazardous waste in the printing and dyeing industry, and further standardize hazardous waste management in the park behavior, unleashing the management multiplier effect.

Municipal and county ecological environment departments strengthen problem investigation, formulate hazardous waste standardized management assessment plans, guide enterprises to conduct self-evaluation according to the requirements of the indicator system, list problems and rectification lists, help enterprises analyze shortcomings and rectification measures, and urge them to complete problems Rectify the sales number. In 2021, more than 70 problems involving hazardous waste were discovered and all have been rectified, with a 100% cancellation rate.
