Textile exports encounter barriers again, new EU regulations formally limit NPEO content

At the beginning of this year, the European Union issued an amendment to the REACH regulations, confirming that from February 3, 2021, textiles with NPEO content exceeding 0.01% will be prohibited from being placed on the EU market. Textiles are our city’s dominant export commodities. The new EU technical barrier regulations will have a greater impact on Jiaxing’s textile and apparel exports.

Data show that in 2015, among the city’s main export commodities, the export value of textile yarns, fabrics and products was US$4.277 billion, accounting for 18.7% of the city’s exports; clothing and accessories were US$3.872 billion, accounting for 16.9% of the city’s exports. The EU is an important regional economic organization for Jiaxing’s exports. Public information shows that among Jiaxing’s main export markets in 2015, the cumulative annual export volume to the EU was US$5.242 billion, accounting for 22.9% of the city’s exports. Therefore, this revision of the REACH regulations will affect many export companies in Jiaxing.

According to reports, NPEO is a surfactant that is widely used in industrial cleaning agents and emulsifiers, textile and leather treatment agents, household cleaning agents, metal coating processes, etc. When NPEO enters the environment, it will decompose into toxic environmental hormones, interfere with endocrine, and are carcinogens. Previously, the EU’s restrictions on NPEO content were limited to industrial cleaning, household laundry, papermaking, personal care products and other products. This is the first time that textiles have been included in the restricted category.

Analysts believe that in the context of “remanufacturing” in European and American countries, there will be more and more opportunities for Jiaxing’s export products to “face off” with its local industrial products. Continuously building higher technical barriers may become the “vanguard” of “remanufacturing” in developed countries. If these technical standards are not met, it will not only be difficult for Jiaxing’s export enterprises to maintain their international market share in the future, but the space in the domestic market may also be seized by foreign counterparts.
