According to news from the industry, on June 30, the transition period of the 37/2015/TT-BCT announcement issued by the Vietnamese Ministry of Industry and Commerce in November 2015 officially ended. Starting from July 1, the content of formaldehyde and aromatic amines from azo dyes in textiles exported to Vietnam must meet new limit requirements.
According to the new regulations, for textiles sold on the Vietnamese market, except for yarn and wool blanks that have not been completely processed, textiles for children under 36 months of age should have a formaldehyde residue of 30mg/kg (mg/kg); and skin For textiles in direct contact, the formaldehyde residue should be 75 mg/kg; for textiles without skin contact, the formaldehyde residue should be 300 mg/kg. The residual amount of aromatic amines in textiles should not exceed 30 mg/kg.
It is reported that formaldehyde and azo dyes are common harmful chemicals in textiles. If there is excessive formaldehyde in textiles, direct skin contact can cause dermatitis, stains, etc.; regular inhalation of small amounts of formaldehyde can cause symptoms such as chronic poisoning. After long-term contact between some azo dye-containing textiles and human skin, carcinogenic aromatic amine compounds will be formed and induce human lesions.
It is understood that the Philippines, Vietnam and Malaysia are the main exporters of Quanzhou’s textile and clothing in the ASEAN region. Among them, Quanzhou enterprises’ exports to the Philippines account for about 55% of the total exports to ASEAN, and exports to Vietnam and Malaysia account for 20% of the total exports to ASEAN. and about 12%. Since the establishment of the China-ASEAN Free Trade Area, due to tariff reductions and exemptions, ASEAN has become one of the regions with the fastest growth rate of my country’s textile and apparel exports. In the past five years, the average growth rate of China’s textile and apparel exports to ASEAN has been over 28%.
Vietnam joined the World Trade Organization (WTO) at the end of 2006 and is also a member of the China-ASEAN Free Trade Area. The development of Vietnam’s textile and garment industries is uneven. Vietnam has large garment production capacity and large exports to Europe and the United States. However, upstream fabrics mainly rely on imports, especially imports from China.
