Exports of Vietnamese textiles need to implement new regulations from now on

The Ningbo Inspection and Quarantine Bureau announced today that on June 30, the transition period of the 37/2015/TT-BCT announcement issued by the Vietnamese Ministry of Industry and Commerce in November 2015 officially ended. From July 1, all products exported to Vietnam Formaldehyde and aromatic amines from azo dyes in textiles must meet new limits.
According to the new regulations, for textiles sold on the Vietnamese market, except for yarn and wool blanks that have not been completely processed, textiles for children under 36 months of age should have formaldehyde residues ≤30mg/kg (mg/kg), and For textiles with direct skin contact, the formaldehyde residue should be ≤75mg/kg, for non-skin contact textiles, the formaldehyde residue should be ≤300mg/kg, and the residual amount of aromatic amines in textiles should not exceed 30mg/kg.
It is worth noting for enterprises that certificates from other countries and eco-labels such as Oeko-Tex? etc. obtained by products are only suitable for document verification and cannot be used as proof of compliance with Vietnamese standards.
It is understood that formaldehyde and banned azo dyes are common harmful chemicals in textiles. If there is excessive formaldehyde in textiles, direct contact with the skin can cause dermatitis, stains, etc. Regular inhalation of small amounts of formaldehyde can cause symptoms such as chronic poisoning. After long-term contact between some azo dye-containing textiles and human skin, carcinogenic aromatic amine compounds will be formed and induce human lesions.
Vietnam joined the World Trade Organization (WTO) at the end of 2006 and is also a member of the China-ASEAN Free Trade Area. Due to its relatively low labor costs and location advantages, it has attracted textile companies from China, South Korea, Japan and France. The development of Vietnam’s textile and garment industries is uneven. Vietnam has large garment production capacity and large exports to Europe and the United States. However, upstream fabrics mainly rely on imports, especially imports from China.
Textiles have always been Ningbo’s key export products and are exported to more than 100 countries and regions around the world. In 2015, the export volume exceeded US$3.4 billion. According to the EU RAPEX notification, as of May this year, there have been multiple recalls of exported children’s clothing and gloves because they contain azo dyes that release aromatic amines. The inspection and quarantine department reminds textile export enterprises to promptly learn and understand the relevant directives and requirements of the exporting country, and provide qualified textiles in strict accordance with the new requirements; strengthen technology research and development, improve product production processes, strengthen quality control, and cultivate new competitive advantages; pay attention to market dynamics, Enhance risk prevention capabilities to avoid losses caused by changes in policies and regulations of the exporting country and market fluctuations.
