The Vietnam Textile and Garment Association recommends revising the current industrial plan

According to Vietnam’s “Vietnam News” report on August 18, the Vietnam Textile and Garment Association recommended to the government and relevant departments to revise and adjust the current industrial plan. The Textile and Apparel Association believes that the currently implemented 2010-2013 plan is outdated. According to the original plan, Vietnam’s textile industry exports were to reach US$20 billion by 2020, but in 2015 the textile industry’s exports reached US$27 billion and are expected to reach US$31 billion in 2016.

According to statistics, Vietnam’s working-age population exceeds twice that of the dependent population. This population structure is a major advantage for expanding the development of the textile industry. The Deputy Minister of Industry and Trade of Vietnam agreed with the association’s proposal. He believed that the global textile and apparel industry was moving to production areas with abundant labor resources and low costs, and relevant policies should be adjusted in a timely manner to seize the opportunities brought by the signatories of the free trade agreement.

The association recommends that the government draft a new development strategy for 2025-2040 and revise and update the 2008 Textile Industry Development Strategy issued by the Prime Minister and the 2014 Industrial Strategy issued by the Ministry of Industry and Trade.

At the same time, the association recommends that the government gather textile and garment enterprises in the industrial park for centralized management to create convenient conditions for enterprises to use sewage treatment equipment; it is recommended to establish a textile and garment industrial zone covering an area of ​​500-1,000 hectares to attract domestic For foreign capital investment, it is recommended to upgrade the transportation infrastructure connecting industrial zones, logistics centers and ports. Sewage treatment has always been a headache for Vietnam’s textile and garment industry. Since establishing a sewage treatment system is expensive, it is recommended that the government provide preferential loan interest rates for investment in sewage treatment companies. At the same time, relevant environmental protection regulations for the clothing and textile industry should also be revised. For example, the pollution emissions of the garment processing industry are less than those of dyeing clothes. Most of them are small and medium-sized enterprises with limited financial resources. The requirement that garment processing enterprises with more than 400 people should be equipped with sewage treatment equipment is obviously beyond the enterprise’s ability to bear.

In addition, the association also recommended that the government introduce measures to attract investment in cotton yarn production and printing and dyeing industries to solve the shortage of raw material supply in the textile and apparel industry.

According to statistics, the export volume of Vietnam’s textile and garment industry in the first half of 2016 was US$12.6 billion, a year-on-year increase of 4.72%, completing 41% of the 2016 export target.
