Shaoxing’s printing and dyeing industry changes from “bulk” to “container”
Recently, Shaoxing Yichuan Printing and Dyeing Group conducted trial production. So far, 5 printing and dyeing groups have been integrated from 32 printing and dyeing enterprises in Yuecheng District, Shaoxing City , 4 have been put into production in the printing and dyeing cluster area of Keqiao Economic and Technological Development Zone, and another group is under construction. Shaoxing has taken the opportunity of the provincial pilot program to transform and upgrade traditional manufacturing industries, and has made major breakthroughs in the cross-regional agglomeration and improvement of its innovative printing and dyeing industry.
Cross-regional agglomeration has promoted the high-quality development of the industry. In 2021, Shaoxing’s printing and dyeing industry achieved an added value of 21.71 billion yuan, an increase of 37.1% over the previous year. It is expected that in 2022 The new output value can be 10 billion yuan, and it is expected to double the total scale, output value per mu, and tax revenue per mu.
The printing and dyeing industry is Shaoxing’s traditional pillar industry, with production capacity accounting for one-third of the country’s total. Over the years, due to the “low fragmentation” phenomenon in the industry, the printing and dyeing industry has been plagued by high energy consumption, high costs, and high pollution. This can be seen from a statistical data in Shaoxing in 2016: the above-mentioned textile industry (the printing and dyeing industry accounts for the majority) consumed 38.3% of the comprehensive energy consumption and about 60% of the manufacturing water, but only contributed to the city’s total energy consumption. 23.9% of the industrial added value above designated size.
How to regenerate traditional industries? As the province’s only comprehensive pilot project for the transformation and upgrading of traditional industries, Shaoxing has explored a path of “integration-agglomeration-upgrading”. Keqiao has carried out multiple rounds of rectification. Through “integration and aggregation of a group, withdrawal and elimination of a group, merger and reorganization of a group”, 139 printing and dyeing enterprises have been closed down, and 115 printing and dyeing enterprises scattered in 11 towns and streets in the region have been closed down. It was integrated into 57 companies and gathered in Keqiao Economic and Technological Development Zone for “one-park” management.
After the agglomeration improvement, Keqiao’s printing and dyeing industry has taken on a new look, and industrial efficiency has continued to improve. In 2018, Shaoxing stepped up the pace of transformation and upgrading of traditional industries and proposed to gather printing and dyeing companies and chemical companies scattered in Yuecheng District across regions to Keqiao District and Shangyu District respectively.
At the beginning, such “industrial migration” did not receive support from enterprises. “I can’t figure it out, I don’t understand, and I don’t want to move.” Zhang Yongxing, the person in charge of Zhejiang Colorful Rainbow Holding Group Co., Ltd., expressed his mood at that time with three words “no”. At that time, the company had been engaged in the printing and dyeing industry in Yuecheng District for 40 years. The orders every year were very stable. It had just invested in renovating the factory building. Once it was relocated, it would suffer huge losses.
In order to dispel the concerns of enterprises, under the coordination of the Shaoxing Municipal Party Committee and the Municipal Government, Yuecheng District and Keqiao District quickly established joint special teams in enterprises to resolve the difficulties and pain points of enterprises with “one enterprise, one policy”. Yuecheng District Economic and Information Bureau, Doumen Street, Keqiao Economic Development Zone, Ma’an Street, etc. sent staff to visit companies to collect complaints and solve practical difficulties. In the end, 32 printing and dyeing companies in Yuecheng District were successfully integrated into 5 printing and dyeing groups and moved to Keqiao District, with a total investment of over 5 billion yuan.
Relocation is not translation, quality improvement is the goal. The newly formed Zhejiang Colorful Rainbow Printing and Dyeing Group took advantage of the opportunity of “emptying the cage and changing the bird” to eliminate backward equipment and purchase a batch of world-leading printing and dyeing equipment. The smart printing and dyeing platform was also officially launched. “On the premise that labor costs and energy consumption were reduced by 20%, production efficiency increased by 30%.” Zhang Yongxing introduced that the new factory also introduced an ERP system, which can intervene in the production situation of the weaving workshop in real time, dynamically adjust the production plan, and Real-time analysis and traceability of product quality.
Cross-regional agglomeration also promotes the upgrading of low-end block economies to clusters. The reporter learned from the Shaoxing Municipal Economic and Information Bureau that the concentration ratio of Shaoxing’s printing and dyeing industry has increased from 65% to 80%. While economic benefits have increased, the negative impact of the industry on the environment has become smaller and smaller. Through the construction of sewage treatment projects in printing and dyeing agglomeration areas, the industry has achieved centralized heating, gas supply, and centralized sewage discharge, saving nearly 20,000 tons of standard coal every year. In 2021, the city’s weather quality rate in Shaoxing reached 83.8%, and the water quality compliance rate of 70 sections above municipal control was 100%.
The improvement of industrial agglomeration also frees up space for development. According to statistics, after the “cross-domain integration” of the two major industries of printing and dyeing and chemical industry, more than 10,000 acres of land have been vacated, with a net saving of more than 4,000 acres of land. The vacated land will be transformed and developed in accordance with the industrial orientation of green, high-end, urbanization and internationalization to further strengthen the two major industries of integrated circuits and biomedicine. At present, Shaoxing’s integrated circuit and biomedicine industries have been included in the province’s “10,000 acres and 100 billion” new industry platform.
