In order to further accelerate the recycling of waste textiles, build a resource recycling industrial system and waste material recycling system, and improve resource utilization efficiency, recently, the National Development and Reform Commission, the Ministry of Commerce, and The Ministry of Industry and Information Technology jointly issued the “Implementation Opinions on Accelerating the Recycling of Waste Textiles” (Fagaihuanzi [2022] No. 526, hereinafter referred to as the “Implementation Opinions”).
The “Implementation Opinions” propose that by 2025, the waste textile recycling system will be initially established, the recycling capacity will be greatly improved, the waste textile recycling rate will reach 25%, and the output of waste textile recycled fiber will reach 2 million tons. By 2030, a relatively complete waste textile recycling system will be established, the recycling awareness of producers and consumers will be significantly improved, high-value utilization channels will continue to expand, the level of industrial development will be significantly improved, the waste textile recycling rate will reach 30%, and the waste textile recycling rate will reach 30%. The output of recycled fiber reaches 3 million tons.
The “Implementation Opinions” clarified the promotion of green design of textiles, encouraging the use of green fibers, strengthening the social responsibility of textile producers, improving the recycling network, broadening recycling channels, strengthening recycling management, and standardizing reuse from three aspects: production, recycling, and comprehensive utilization. Nine specific measures will be implemented to promote the development of the recycling industry and implement key breakthroughs in standard clothing. Establishing a waste material recycling system is of great significance to improving resource security and promoting green and low-carbon recycling development. In January 2022, the National Development and Reform Commission and other departments issued the “Guiding Opinions on Accelerating the Construction of the Waste and Used Materials Recycling System” (Fagaihuanzi [2022] No. 109, hereinafter referred to as the “Guiding Opinions”), which provides guidance on improving the recycling of waste and used materials in our country. Utilize the system and improve the level of resource recycling and put forward clear goals and tasks. In order to implement the relevant requirements of the “Guiding Opinions” and take the recycling of waste textiles as a breakthrough, the National Development and Reform Commission and relevant departments have recently issued the “Implementation Opinions on Accelerating the Promotion of the Recycling of Waste Textiles” (Fagaihuanzi [2022] No. 526, hereafter Referred to as “Implementation Opinions”). The issuance and implementation of the “Implementation Opinions” will play an important role in improving the resource utilization efficiency of the textile industry, promoting the construction of ecological civilization, and helping to achieve the goal of carbon peak and carbon neutrality.
1. The “Implementation Opinions” points out the direction for the construction of a resource recycling system in the textile industry
my country is the world’s largest producer and consumer of textiles and clothing. The total annual fiber consumption is about 30 million tons, and the per capita fiber consumption is about 22.4 kilograms, basically reaching the level of moderately developed countries, resulting in a large amount of waste textiles. Due to constraints such as institutional mechanisms, recycling systems, sorting methods, technologies and standards, my country’s recycled fiber raw materials are currently dominated by PET bottle flakes and industrial textile waste. The amount of used clothing and fabrics from urban and rural residents is small, and waste textiles are recycled. Overall efficiency is low. As the global fashion industry achieves the goal of replacing recycled materials by 2030, the demand for recycled fiber raw materials will grow rapidly in the future. There is an urgent need to improve my country’s waste textile recycling rate and recycled fiber production, build a waste textile resource recycling system, and promote the development of related industries. .
To this end, the “Implementation Opinions” set relevant goals on the one hand, proposing that by 2025, a waste textile recycling system will be initially established, recycling capabilities will be greatly improved, the recycling rate of waste textiles will reach 25%, and the output of recycled fiber from waste textiles will reach 200 million tons; by 2030, a relatively complete waste textile recycling system will be established, the waste textile recycling rate will reach 30%, and the output of recycled fiber from waste textiles will reach 3 million tons. On the other hand, it points out the direction for the construction of a resource recycling system for the textile industry. The first is to promote green and low-carbon production in the textile industry, encourage textile enterprises to carry out green design, and improve the ease of disassembly, classification and recycling of textiles. Develop textile material classification guidelines to improve the efficiency and accuracy of waste textile sorting. The second is to encourage textile enterprises to give priority to the use of green fiber raw materials and strengthen the construction of green product standards, certification, and labeling systems. Guide and support textile enterprises, especially brand enterprises, in using recycled fibers and products, increase the proportion of alternative use of recycled fibers, and promote the high-value utilization of waste textiles. The third is to strengthen the social responsibility of textile producers, encourage enterprises to implement the China Textile and Apparel Corporate Social Responsibility Management System (CSC9000T), and improve the level of resource utilization of fiber materials.
2. The “Implementation Opinions” clarify the recycling of waste textilesThe “Implementation Opinions” put forward three work requirements to strengthen organization and implementation. The first is to strengthen overall planning and coordination. Relevant local departments are required to effectively perform their duties, establish coordination mechanisms, strengthen policy linkage, and coordinate the promotion of recycling of waste textiles in the region. The second is to strengthen model leadership. Support large and medium-sized cities to take the lead in establishing waste textile recycling systems, explore efficient utilization models, and promote the development of industrial agglomeration. Cultivate key enterprises and support the construction of key projects. The third is to do a good job in publicity and guidance. Encourage public institutions to use recycled products from waste textiles. Carry out theme activities to promote the recycling of waste textiles, joint initiatives for enterprises to use recycled fibers, and promotion activities for innovative design competitions to create a good atmosphere for the participation of the whole society.
In the next step, the National Development and Reform Commission, the Ministry of Commerce, and the Ministry of Industry and Information Technology will work with relevant departments to publicize, interpret and implement the “Implementation Opinions” to promote the formation of a waste textile recycling system guided by the government, operated by the market, and widely participated by the whole society. Utilize the system to promote conservation and intensive utilization of resources.
