Jingyan County, Leshan City, Sichuan Province closely adheres to the development ideas of gathering talents through production and developing industries based on talents, adheres to the “Jiacai” action as the overall direction, and focuses on the high-end textile industry Qualitydevelopment-related needs, and efforts to create a magnetic field for talent gathering.
Insist on attracting talents at high positions. The “Measures for the Management and Use of Special Funds for Talents in Jingyan County” and “Measures for Rewarding High-Level Talents in Jingyan County” were promulgated, and 5 million yuan was invested to build a municipal textile expert workstation. Taking the initiative to undertake the textile industrial transfer in the Chengdu-Chongqing region, the Standing Committee of the County Party Committee led a team to introduce upstream and downstream supporting technologies. It introduced 1 high-quality textile enterprise, 39 senior executives in the textile industry, 1 professor-level senior engineer from China Textile Research Institute, 2 engineers, and 5 doctoral students. Build a talent cultivation platform. Deepen “school-county cooperation”, jointly build an industry-university-research platform for special fabrics with Sichuan University, and go to Tsinghua University Shenzhen College to hold corporate talent advancement training courses. The Jingyan Textile Industry Association was established, relying on the Jingyan Economic Development Zone to form a spinning, printing and dyeing, and garment industry chain, forming a cultivation model of “expanding labor demand + strengthening skills training + participating in skills competitions”. Cultivate local scientific research talents, cultivate textile enterprise management talents, create new employment positions, and select outstanding skilled talents to participate in national, provincial and municipal skills competitions.
Optimize the talent-focused environment. Implement a talent mechanism for county leaders to contact service enterprises, and hire members of the overseas investment recruitment team to serve as “one-to-one” talent liaisons. Establish expert groups on enterprise party building, practical technology, emergency rescue, disease prevention, mental health, etc. to put the party’s leadership first. Implement preferential policies for medical care and children’s education for outstanding talents, solve the housing problem of talents, create a “green channel” for administrative approval, and provide “all-round, one-stop” high-quality services. Extensively carry out selection, commendation and condolences activities for outstanding entrepreneurs to allow industry talents to “come in and retain”.
